HOME AND FOREIGN. After a discussion lasting nearly a week, the House of Commons passed the first clause of the Home Rule Bill, providing for a legislature in Ireland, consisting of the Queen, and -of two Houses —Legislative Council and Legislative Assembly. The dispute between dockers and shipowners at Hull has been settled, the former allowing the engagement of either unionists or non-unionists. A London paper thinks the accounts of the banks which lately suspended payment, and those of the colonial government, should be audited by independent experts in England. ■ It is alleged that anarchists have attempted to blow up the Chicago waterworks and destroy the exhibition buildings. The ensuing elections in Germany -are said to be causing great excitement. ‘ ' _ The colony of Natal has been granted self-government. The steamer Countess Evelyn has been sunk in a collision off the Bristol Channel. Eight passengers and sixteen of the crew were drowned. Nova Scotia has rejected a proposal to throw in hex' lot with Canada. . Prince Bismark declines to re-enter the political arena. It is feared that great loss and suffering will be caused by the drought in Britain and on the Continent. Prayers fox* X’ain ax*e being offered. The directors of the Chicago exhibition are divided on the question of Sunday opening.
