SHANNON BOROUGH COUNCIL.
FORTNIGHTLY MEETING. The usual fortnightly meeting of the Shannon Borough Council was held in the Council Chambers oh Tuesday evening. Present: The Majjor (Mr E. Butt) and Crs. W. H. Gunning, T,. C. Thwaites, R. Hook, Jas. Curran,', jun., B. Downes, and A. E. Hyde. REQUEST FOR BOROUGH WORK. ■ Morse and Co., plumbers and drain who have commenced business in Shannon, wrote asking to be entrusted with any work in that line that the Council may have.—The request was granted. REVIEW OF MAIN HIGHWAYS, From the District Engineer who wtjote stating that the annual review of Main Highways will be made, if possible in April or May. The letter stated that it was not intended to make a further wholesale declaration of new main highways, and the Board is prepared to consider a,limited number of applications only, but on the other hand the Board proposes to review all declarations which have been made up to the present, with a view to adjustment in those cases where an alteration in traffic and other conditions show that the substitution _ of some other road or route is justified. The Town Clerk said that -as the Main Highways Board hoped to make a review of the main highways in April or May, no doubt they would then be making an inspection, he thought it would be a good idea for the Council to write to them and ask if when they visit Shannon they would meet the Mayor and Council and discuss with them the question' of permanent surfacing the .main highway through the borough, with a view to ascertaining what concession they can grant towards this /work. It could be pointed out ( that 90 per cent, of the traffic that passed through the borough came from outside; also - the borough’s financial position could be placed before the Board. It was resolved that the Town Clerk write to the Boards , FLOOD CONTROL SCHEME. A letter was received from the Mana-watu-Oroua River Board which stated that the Boai’d has decided to wait on.the Government and ask for a subsidy of- £1 for £1 towards the cost of the Board’s modified scheme of flood control of the Manawatu and Orou.i rivers. It was also stated that the Board has definitely decided that- local bodies will -not be asked to contribute towards the cost of the scheme, as it is considered that local bodies’ contributions would be fully covered under the £1 for £1 susidy from the Government. A request was also made that the Council appoint a representative to act with the deputation. {The Mayor stated that at' the recent Conference held inj Palmerston North, the objection raised was that if local bodies gave their moral support by joining the deputation to the Government and the scheme was carried out and if was then found that the amount mentioned was not sufficient and it was.’necessary to raise more money, they might call on those local bodies to contribute who had supported the deputation. Or. Hyde said that if they could get proper river protection, it would be of the utmost importance fo .Shannon Although the borough was not able to contribute towards the scheme, they should support the deputation to the Government. He believed that, even if they had to find a small amount in the end, they would benefit. Cr. Downes said he was opposed to the scheme because the Government was to be asked to give a £1 for £1 subsidy for work by which only about half a dozen big land-owners were going to benefit. If the Government are going to do anything they should take the land over before putting through any scheme, at the completion of which the land should be cut up for closer settlement.
CJrs. Gturning, Hook, Curran and Hyde also expressed their opinion thav the land should be taken by the Government with a view to cutting up for closer settlement.
iCtJ. Downes: “If we go to Wellington'with the deputation and support the scheme, you will find later that you will have to find part of the money, as should there be floods during the time the scheme is being carried out, it is pretty certain it will not be put through for the amount estimated ”
Finally, it was decided that the Council be represented on the deputation and that, the scheme be supported; also that the Government be urged to take over the land for closer settlement. Or. Hyde was appointed to represent. the Council. .ROADMAN’S REPORT ON VISIT TO WELLINGTON.
Reporting on his recent visit to Wellington to seek information as to the best methods of asphalting and treatment of footpaths, the roadman (Mr E< .Haley) submitted the following report: —In company with Mr Nattrass he visited Petone and saw the borough staff tar sealing one of the roads with ordinary gas tar. Cuba Street, Petone, which was laid down with Laykold, three years ago, shows no sign of wear and is a real good job. Inspected footpaths in various streets which have been laid down and top-dressdd with the same material, which has given them a good surface and they appear to be wearing well. Also inspected varidus streets and footpaths that had been treated with ; Coldfix.- This also appears to have given good results. At the Winte. Shew buildings top dressing was being done over concrete with a mixture ot Coldfix and chips; this was the only j work being carried out during his visit.”.. , ~ . to not having the necessary plant and material for preparing the tar.
Cn. DoAA r nes said ho felt sure it was not the tar that Ava» at fault, but the material used, and unless they Avere prepared to buy their chips and sand, he said, the , best thing is to go on as they are doing and top dress each year. He suggested using the cheaper grade tar, viz., Dannevirke, to put doAvn the. first coat and then top-dress with NeAvcastle tar, and they Avould get a good job. Mr Haley said that if they could get Newcastle tar, it would not be necessary to top dress.
After some further discussion it Avas decided to use the Dannevirke tar for the first coat, and that it be tried out for top dressing before purchasing Neivcastle tar. RANGER’S REPORT. .
The ranger (Mr J. Swindlehurst) reported that during the past fortnight he had impounded four head of stock. —Received. HEALTH OFFICER’S REPORT.
The Health Officer, Mr J. Huggins, in his report stated that he had nothing special to report, except that he was pleased to learn that iflie borough is to have a resident licensed plumber. Shannon is a borough which is gazetted as a place where only a registered plumber can perform sanitary plumbing. This includes water connections in accordance with the watc" by-laws. Since his last report he had investigated one infectious disease case and made the following sanitary inspections: Habitations 11, food sellers’ premises 2, plumbing and drainage 1. —Adopted. FINANCE COMMITTEE’S REPORT The Finance Committee 'reported that they met on the Bth February and dealt with the various accounts as tabled by the Town Clerjk. Consideration was given to the increasing debit balances in the hospital account, this being due to the increased hospital levy and the Council not increasing the special rate to meet the increase from time to time. It was resolved to recommend to the Council that at the- end of the financial year an amount as near as possible to £56 15s lOd be transferred from the general account to meet this deficiency. It was also resolved to recommend to the Council that an amount of £ls be transferred from the water maintenance account to meet the debit balance in the water interest account. —The committee’s recommendations were approved of-. GENERAL.
In reply to a request from the Council as to" whether they were prepared to submit an estimate and report on the permanent surfacing of the Main Highway through the borough, the British Pavements, Ltd., stated they were not able to respond to the invitation.
