SHANNON BOROUGH COUNCIL.

FORTNIGHTLY MEETING,

The ordinary fortnightly meeting or the Shannon Borough Council was held in the Council Chambers on Tuesday evening. Present: The Mayor (Mr E. Butt) and Org T. 0. Thwaites, R. Downes, H. Hook, Jas. Curran jun., and Jas. Curran, sen. Leave of absence was granted Cr. E. J. S. SpenCOT PARKING. CARS OVER FIREPLUGS |The Shannon Volunteer Fire Brigade •wrote drawing attention to the public parking of cars over fire plugs. They made a request-that the concrete "blocks around the fire-plugs be painted 'white.—Left in the hands of the borough foreman to have the concrete blocks painted white, and that the attention of motorists be drawn to the rule that they must not park cars over the fire-plugs . 'MAIN HIGHWAY-ISHEEHAN STREET, The District Engineer of the Main Highways Board, replying to the Council's interview with their Mr Acheson concerning the improvement to Sheehan street between the railway line and Maugaore Creek in order to bring •it into line with, the new deviation, advised that the Main Highways ■Board has agreed to the payment of a subsidy of £2 for £1 towards the cost of widening the formation and metalling the" portion of Sheehan Street aforesaid, and will also advance the Boroughthe sum of £IOO to carry out this work. This means that if the Borough will put this work in hand at once, arrangements will be made to meet their liability in the way of wages, etc., either fortnightly or monthly, as was done in a previous casev On the basis of this subsidy the Borough •will require to do £SO worth of work at its own cost. The District Engin- ; eer asked to be supplied with the es- l timate of the total cost of the propos- I ed improvement to Sheehan Street. . I

The Town Clerk stated that the,Engineer'a letter appeared ambiguous and he had replied stating that tha Borough was not in a position to spend any further sums on Main Highways until after the 31st March, the Council's finances being exhausted. He

had asked that if it could be arranged, the Department • advance £l5O towards the work, and £SO be deducted out of ■the grarit for next year. He had pointed out that this was only a suggestion and would have to be considered by the Council. On the other hand he ■had asked, would it be satisfactory to the Department for them to utilise the £IOO to, be advanced in the meantime and for the Council to carry out their part soon after the 31st March? In reply to this a memo was received stating that the letter would have to be submitted to the Main Highways Board for a final decision. It was resolved to submit an estimate of the whole cost of the work, agi s asked for. : BANGER'S REPORT.

The Banger (tT.A. Swindlehurst), in Ms fortnightly report, stated that during''that period he had impounded one eow, white three others were claimed •While ibeing driven to the pound. — Received. ROADMAN'S REPORT. The Roadman (R Haley) reported a» follows:—Have carted 15 yards of sand to the shed and eleven yards of metal on to Sheehan Street, also completed top-dressing the footpaths in Stout and Venn Streets and in Bal- ", lance Street from the Picture Hall to , Venn Street. There was not sufficient Newcastle tar to finish the footpath from the Club Hotel to Vance Street. The tar from the Danncvirk? Gasworks is no good for top-dressing footpaths, but this will be used on the new formation on the south side of

Ballance Street from Venn to Vogel Streets. Rubbish has been carted to the dump, the watermains have been scoured and the pipe-line and gallar-. ies inspected, these being found to be in good order. Have had the grader on the main road from boundary to boundary and carted spoil from plots in Plimmer Terrace.—Adopted. POSITION OF ACCOUNTS. The Town Clerk submitted a statement of balances to the end of January showing the position of the various accounts, which are as follows: — General, in credit, £1 5s 3d; library, cr. £l3 I6s 9d; cemetery dr. £3 9s Id; hospital, dr. £7l 3s sd; heavy traffic fees, cr. £25 7s Id; worker's housing working account, cr. £242 10s 6d; water supply maintenance, cr. £54 2/10; water supply interest, dr. £Bl 13s Oil; interest account Stansell's drain, dr. £l4 7s sd; water supply loan, cr. £9O 7s 10d; cemetery road lacm, cr. £l9 lis 2d.

Referring to the water loan interest account, he stated that after allowing .for the balance of rate to be credited to this account for the year, a debit balance would remain of £9 13s 6u He suggested that a sum of £ls he transferred from the wrter maintenance account, to meet this deficiency,. In reference to the hospital and charitable aid account the debit balance was increasing owing to the extra levy being struck by the Hospital Board and the Council not increasing their rate to meet this increase. He suggested that a sum be transferred from the general account unlf-S3 the Coun-. cil were considering increasing the hospital rate to meet this increase. It would be again necessary next year to levy the Stansell drain special rate, as the credit balance in this account is now exhausted. The outstanding rates for 1926-27 on Ist April, 1928, were £134 3s lid. During the year £129 6s lid has been collected, leaving £4 J7s 0d outstanding. Last year's rates on Ist April, 1928, £290 lis 2d were outstanding, and during the year £222 2s Id has been collected, leaving a balance of £6B 9s Id outstanding, and in most cases satisfactory arrangements have been made regarding those amounts. The Mayor said tha-t it was very

good of the Town Clerk to, go to the trouble of placing the financial position before them at the present time; Cr. Downcs suggested that the statement should .go before the Finance Committee, who could bring down any recommendations to the next Council meeting.—A motion to this effect was carried. - THE CEMETERY. Cr. Curran, jun., reported that he and Cr. Hook had visited the Cemeterv in connection with the cutting of the grass and had decided that Mr Pedersen be asked to carry on with the cutting of the grass. Dealing with the grass in the small paddock adjoining the cemetery, they had decided to have a swath cut all round and then try 'to burn off the remainder, as it is too rough to cut with a mower. They would suggest letting this paddock, the tenant to erect a fence, but this to be removed if the Council requested same. —This committee's action was confirmed, the letting of the paddock to be left to them, with power to act. GENERAL.

An application by the Shannon Athletic Club for the use of the Domain on 9th March for the purpose of holding a sports meeting was granted. The manager of the Dannevirk-? Gasworks advised having railed 12 barrels of tar in fulfilment of order. —The roadman reported that it had come to hand, but was useless for the work intended.

Requests were received from E. Hensman and B. T. Curran for a rebate of rates on dwellings owned by them, which they stated had been unoccupied for over six months. —Granted.

The Mayor and Town Clerk were appointed to represent the Borough at the Municipal Associations' Conference to be held at Wanganui on 6th March.
