SHANNON BOROUGH COUNCIL.

FORTNIGHTLY MEETING.

The above meeting was held m the Council Chambers on Tuesday evening: ' Present: Acting Deputy Mayor (Cv. J. C. Thwaites) and Crs A. E. Hyde, l\. Downes, Jas. Curran jun., Jus Curran sen., and R. Hook. SIIANNON-FOXTON ROAD. From the- District Engineer of the Public Works Department, with reference to the speeding up of the completion of the Shannon-Foxton road to the new bridge, stating that the contractor for metalling the road has been supplied with l:jj miles of track, eig • trucks, and one petrol locomotive, the object being to carry out the work witn dispatch. Delays have occurred . through exceptionally bad weather and break down to the locomotive, but it is hoped that within a month the load will be open for traffic. A circular was received stating taat the next conference of the Municipal Association of New Zealand will he held at Wanganui in March, 192 J, and notifying that all remits must be -:n bv December Ist. —Held over. LEAVE OF ABSENCE

Leave of absence for a further. thiee months was granted Cr. W. H. Gunning.

BANGER’S -REPORT. The ranger (J. Swindlohurst). reported that during the past fortnight he had impounded two cows and one cal. and that two horses had been claimed by their owners—Received. ROADMAN’S REPORT. The roadman (F. Haley) reported as follows:—We have carted OH yards oi metal on to Stafford, Grey, Vogel, and Graham Streets and Plimmer and Nathan Terraces, also East road, and in front of the new fire station. Had the grader on Graham, Grey, Bryce, Vance and Venn Streets. Hnve carted clay for levelling the side of the road in Plimmer' Ten-ace. and put in pipes on flat at the north side of fire station to carry water away from this side of the road. The watermains have been cleaned and rubbish has been collected and carted to dump.—Received. ROADS COMMITTEE REPORT. Or. Downes, chairman of the Roads Commiittee, reported that the bridge timber had come to hand and as soon as the services of a suitable man could be procured, the bridge on the Main road and that one crossing Stan sell s drain to Mr Wilkinson’s property will receive attention. The committee have made, an inspection of the roads ami found them to be in very fair order. In regard to metal, they were getting it from Mr Murray at 4s per yard. Ho stated they did not j-equire much at present, therefore he did not t'lnnk it advisable to let a contract just npw for the supply of a large quantity of metal. —The Council were in accord with the latter suggestion and the report was adopted. QUESTION OF INCREASING STAFF The Town Clerk submitted a statement of wages paid during the year for work done outside that of load maintenance, to enable the Council to form some idea as to whether it would warrant them putting on another man to do this class of work ..and thus permit the present two men devoting ali their time to the streets and footpaths. The total amount paid out was £H.17s 4d, which included the ranger am. poundkeeper’s wages, costs for getting metal from the creek, water connection put in, etc. Cr. Hyde said the whole question they had to consider was what thei>_ financial position was for tlu: remainder of the year. He thought that before they ■"came to any decision a meeting of the Finance Committee should be held to go into the different accounts, and bring down a statement a. the next meeting of the Council. Ih. Council being in full accord with the motion, it was carried. , Cr. Jas Curran jun., was added to the Finance Committee during the al>sence of Cr. Gunning. TOWN PLANNING.

Cr. Hyde said that for some time past a movement has been in progress to commence a-large manufacturing business in Shannon and there was every prospect now that it would eventuate at no distance- date; lie would like to see the Council decide ■as soon as possible which part of thy borough was to be set aside as Hre industrial area under _ the Town Planning Scheme. His idea was to suggest that it be on the west side of the railway line extending from-Levin road to the Otauru stream; as it would be the most convenient to the. railway station and would also be suitable as regards drainage and water. lie moved that the industrial area, be fixed at the west side of the railway line. The Town Clerk said he thought the By-laws Committee should map out which was. to be the industrial, business and residential area to comply with the town planning scheme He would like to see the Committee meet to go into the matter, which would give him the opportunity to go into the . Act before any motion was passed. ■ The motion was carried, it* being pointed out, that if the proposal was not in accordance with the Town Planning Act, the motion could be rescinded.

The -accounts were then passed for payment and the meeting terminated.
