Mr " ' Mackenzie-Kennedy took up the idea when Mussolini first made his pronouncement against . modern fashions, ; , and he says Mussolini failed to find a ' remedy because he relied on artists t. when he should have called in a con- ' structional engineer. In outward appearance his skirt looks like any other, but on the '« " . inside it has a panel fixed horizontally on the skirt about 6in. above the hem. / There are two holes for the legs, and the holes are far enough apart to allow complete freedom of movement. The skirt has already been approved in \]' Pari?, and the inventor is .submitting the design to Mussolini for his Facist *' girl legions.
