SHANNON BOROUGH COUNCIL.

FORTNIGHTLY MEETING. The usual fortnightly meeting of the Shannon Borough Council was held in the Council Chambers on Tuesday evening. Present: The Mayor (Mr E. Butt) and Crs T. C. Thwaites, A. E. Hyde, R. Downes, Jas.,Curran, jun., and Jas Curran, son. REMOVAL OF CLAY. An application from Messrs Conway and Triggell to remove a few loads of clay from the bank in Margaret Street was granted, provided the bank is left in, a safe condition and the water channels are kept clear. INSPECTION OF WATERWORKS. Reportingv on his inspection of the reservoir and the head works, the late engineer (Mr R. Edwards) stated, in a written report, that, in company with Cr. R. Downes, he Mad visited the reservoir . and had found some slight cracks in the plaster on the reinforced beams, but only limited, and really of uo consequence. Possibly this slight fault, he stated ,is owing to some foreign substance finding/its way into the plaster mixture. To*yepair this, the reservoir must be emptied and a stout ladder should be provided. The cracked r pari s should be chipped off and cleaned up. A competent . plasterer must be engaged to do the work and he would draw up a specification which will contain a special mixture of plaster. He had suggested to Cr. Downes a small matter of iron clamps to bolt on to the roof ties. He would .be pleased io have another look at the works when a proper ladder is provided and the water is out of the reservoir.

Ileadworks.—The galleries were inspected. He was shown a large-tree that had been felled into the stream in order to impound the water at this point. Cr. Downes had pointed -out_ that it was intended to cut away-some' logs and tree tops on the opposite side of the stream, and he agreed with him. This work is highly necessary, to open up the waterway and so prevent the possibility of* a dangerously high velocity of water finjding its way on to the 8-inch pipe, where it lies on the bottom of the stream, immediately below the galleries. Possibly if this matter is attended to, the impounding of the water by the fallen tree would be satisfactory. He suggested* fixing two good powerful lights in the reservoir for cleaning and other purposes. Also that a test of pressure be made in the town when the water is supplied direct from the intake. He thought it would be useful information for both Council and the Fire Brigade if the town pressure is tested when the water is by-passed at the reservoir The information disclosed would be the measure of safety the town would have in fire prevention, if a fire occurred while the reservoir was empty for any purpose, also how the pressure would be maintained. Cr. Downes stated that the Foreman had informed him that' since the silt had been taken out of the reservoir it was leaking like a sieve. The water was running out considerabliy faster than when the councillors made their inspection, and something more would have to be done than was decided upon on that occasion.

It was decided to refer the matter to the Waterworks "Committe and that they be asked to submit a report to the Council. ROADMAN'S REPORT. , The roadman (F. Haley) reported as follow:—We have carted 117 yards of metal on to the footpaths in Ballance Street and on to the roads in Margaret and Bryce Streets and to Plimmer Ter race and Nathan Terrace. The timber and rocks in the stream at the head of the waterworks have been remov ed and the cracks in the piers have been plastered and have got the stays back into place, exeept one, which required some staging to get it back in to position. Have lowered the pipecrossing Thompson-Street. Four day* were occupied in carting day for tin filling in Plimmer Terrace. The water mains have been scoured and the pipi line and galleries have been inspected and found to be in order. Have col lected and carted rubbish to the dump. The bridge crossing St.a'nsell's drain has not been done owing to not hay ing necessary tools. —Adopted. RANGER'S REPORT.

The ranger (J. Swindlehurst) reported that during the past fortnight he had impounded two cows and two horses. Four cows had been claimed while being driven to the pound. LEASE NOT RENEWED.-

In connection, with the renewal of leave of right-of-way through Mr Richards' property to,'Woods Creek, for which the Council in the past have paid £5 per annum, Mr Richards met the Council to discussithe matter. The Council are of the Opinion that the use of the right-of-way should be granted to them free of charge, as Mr Richards has the use of the piece of road that he has fenced off leading to the right-of-way. It was pointed out. that while only l-20th of an acre is taken from Mr Richards' property for the right-of-way, he is getting the use of nearly one acre on the fenced off road. Mr Richards would not agree to the Council's terms, and the latter after considering the position decided not to renew the lease.
