SHANNON BOROUGH COUNCIL.

FORTNIGHTLY MEETING. The above meeting was held in the Council Chambers on Tuesday evening. Present: The Mayor (Mr E. Butt) and Crs. W. H. Gunning, T. C. Thwaites, A. E. Hyde, R. Downes, Jas Richardson, J. Curran, jun., J. Curran, sen., and E. J. S. Spencer. MANAWATU BRIDGE AND ROAD APPROACH. In reference to the Council’s enquiry to the Horowhcnua Comity Council whether' they are prepared to include the sum of £1350, to be found by the Shannon Borough Council as their contribution towards the cost of the new Manawatu bridge and approach road, in a joint loan to be raised, the County Clerk wrote stating that the matter had been referred vo the Finance Committee.—Held uver till a reply lias been received. ESTIMATE FOR MAIN HIGHWAY. The County Engineer wrote stating that his Council will be unable to furnish an estimate of the cost of construction of the Main Highway through the borough, for several months, owing to the position of engineer at present being vacant. —On Cr. Hyde’s motion it was resolved to obtain plans and estimates from private firms who cater 1 /for this class of work. STREET LIGHTING.

The Horowhcnua Electric Power Board wrote notifying that, owing tc the shortage of power from Mangaliao, the street lights would be cut off from 11.35 p.m. . SEWERAGE.

From E. Barnes, consulting engineer, Wellington, offering his services to advise on a sewerage scheme for the Borough.—Received. • RANGER’S REPORT.

The ranger (J. Swindlehurst) reported that since his last report he had impounded three horses. —Adopted. ROADMAN’S REPORT.

The roadman (F. Haley) reported that 78. yards of metal had been carted to - the dump, Plimmer Terrace, Ballance, Vogel, Graham Streets, and the new cemetery road. Had the grader over the main road and have put some new. planks in the decking of the bridge that crosses Stansell’s drain at the south end of Plimmer Terrace. A few davs have been spent in carting clay filling in the side of road in front of the Albion Hotel. Have cleared the grass off the footpath in Stout, Street and will commence tar-sealing same when the taz comes to hand. The pipe line and galleries at the waterworks have been inspected and the mains have been scoured. The rubbish has been collected and carted to .the dump. BUILDING COMMITTEE’S REPORT The chairman of the Building Committee reported that in the opinion of the Committee the matter of alterations to the Foreman’s cottage should be over until next financial year, as at present no funds are available for the purpose. They therefore recommend that the matter be 1 again considered when diawing up the estimates for next year.—With the idea of-en-deavouring to carry out the alterations towards the end of the present financial year, the matter Vas referred back to the Building and Finance CommitteCS" TAB FOB FOOTPATHS. Cr. Downes stated that from information he and the Town Clerk had received as to the most suitable tar to procure for the footpaths, it had been decided to order a trial lot of Restai, and two qualities have been forwarded. As they already had another quality on hand, it had been suggested to try out each. —The Council approving of the suggestion, "he matter was left to the Chairman of the Roads Committee to deal with. COMPENSATION.

On different occasions requests have been made by persons owning propertythrough which the water main was laid, for compensation for allowing.the wafer to go through tlieir pioperties. Cr. Downes stated that he had been informed by Mr. Spencer, sen., that the late engineer had promised, him that he would receive compensation. Ha asked if the Council were going tc stand by the promise. A definite undertaking was given that, when the work was completed, the properties woulti be put in proper order. This-was noi carried out. It had been thought that some allowance would be made on the charge for connecting up with the water.

Or; Thwaitcs said that it was a reflection on the Council that they shoulc. giro a promise and not fulfil it. Ihe Council could not legally give a fre< water connection, but they could certainly compensate these persons fee cleaning up. Or. Gunning said he was a member of the Waterworks Committee at the time, and those persons whe signed the easement allowing the water to go through their properties weie gioen an undertaking that the property would be put in good order. Cr. Hyde moved that the people affected each be paid £2 10s as compensation for having to put their properties in order. , . The Mayor said he was of opinion this amount was too high, as it would mean about £lO and the work did not cost near that much. Cr. Curran, sen., said he was of the same opinion as the Mayor and he thought that if the sum of £6 was paid to those wlio signed the easement they would be compensated for their trouble. He moved this as au amendment and Cr. Hyde motion the amendment was carried. LIGHTS AT DOMAIN.

It was decided to cut off the lights at the Domain until further notice.
