v f - - I AIMS AND OBJECTS. 1. —The aim of the association is to develop good citizenship amongst boys by forming their character by training them in habit of observation, obedience ' and self-reliance— -inculcating loyalty and thoughtfulness for others, and teaching them services useful to. the. public, and handicraft useful to themselves.. To encourage kindness to animals. The association has no military, political or sectarian aims. j 2*.—Membership: The association can admit to membership only such persons as accept as a basis the threefold promise of the Scout or the twofold promise of the Wolf Cub, the system of instruction contained in Scouting for Boys, “The Wolf Cub Handbook,” “The New Zealand Sea Scout, Handbook,” “First Clans Steps,” “The Cub Book” and the Scout rules. 3. —Religious policy: (a) It is expected that every Scout shall belong to some religious body, and attend its services; (b) Where a troop is composed of members of one particular body, it, is hoped that the committee will arrange such religious services' and instructions as in consultation with its Chaplain or other religious authority, may consider best, (c) Where a troop consists of Scouts of various religions they should be encouraged to attend the services of their own denomination and Troop Church Parades should not be lield. In camp, any- form of daily, prayer and of weekly Divine services should be of the simplest character, attendance being voluntary; (d) Combined church parades of troops of different religious bodies are jaot allowed without special permission from the Cpmmissioner, and under no circumstances should Scouts be compelled to attend places of worship other than those of their owh denomination. 4. —Finance: As one of the aims of the movement is to teach the boys selfreliance, money should be earned and not solicited. Troop must be self supporting’ Sea Scout, Boy iScopi, pud Cubs saving and earning in advance, if need be, with the help of the Troop Committee, a reasonable proportion of the cost, whether of uniforms, camps or apparatus. District .Committees are expected to be self supporting. Bal-ance-sheets: Every unit, headquarter, district, company, troop or pack, must keep a correct record of its receipts and expenditure which shall be duly audited annually. “WANTED—A MAN TO LEAD.” There isn’t a lad but wants to grow
