RUGBY FOOTBALL.
HOROWHENUA DISTRICT COUNCIL The management committee of the Ilorowlienua Rugby District Counci i met in Williams’ tea rooms last evening, there being present: Messrs J- W. 1 Procter (in the chair), W. N. Anderson (County), A. Richards (Shannon), W. Joyce (Weraroa), M. Ryder (Wanderers), W. Neville (Foxton), F. Rob-’ inson (Awahou), S. Austin (Foxton), 11. Kidson (Referees’ Association), M. J Winiata (senior selector), and J. Casey (secretary). Apologies for absence were received from Mr ,T. J. O’Connor (president) and ■ Mr 11. Macdonald (schools) . Paehakariki Club forwarded its nomination for the junior competition. —It. was decided to allow the club until Saturday to complete the nomination. I Paraparaumu Club forwarded affiliation fees for junior and third grade teams. —Received. Mr J. Linklater, M.P., wrote thanking the Council for having again elected him patron, and extending his best wishes for a successful season; also enclosing a donation of £2 2s.—Received with thanks. _ The secretary of the Manawatu Horowhenua Rugby Union wrote advising the District Council that it had forwarded the following remit to the N.Z. Rugby Union for consideration at . the annual meeting on May stli:—-“That the N.Z. Rugby Union favourably consider the advisability of establishing a Dominion insurance scheme for Rugby footballers. ’ ’ —Referred to the Council’s . Copies of the rules of the Manawlienua. Union were received from its see- I retary (Mr C. D. Fraser). —To be I forwarded to the clubs. The Foxton Club forwarded a cheque for insurance for seniors, juniors and thirds. —As there is no prospect of a senior team being put in the field, the insurance in this Tespect is to be allotted in part to the school team and the balance refunded to the club. The secretary of the Paraparaumu Domain Board wrote agreeing to :tlie Council’s proposal that the Board .taka charge of the grounds and pay', the-. Council 50 per cent, of the gross.gate takings.—Confirmed; The Foxton Racing Club ’s offer of a playiijg ground at £lO for the season was accepted, and it was left to Messrs Robinson and Neville to inquire as to the conveniences available for the players/ Mr A. Wood wrote granting the Council the use of his paddock at Shannon, subject to the proper care of the ground.—Accepted. The Dannevirke Sub-Union wrote forwarding' a challenge to Horowhenua for the Bebbington Shield. —The secretary ; stated that this was the first challenge for the Shield received so far this sea3on. The, challenge was accepted, and arrangements for the match will be made in due course. ’ FRIENDLY GAMES. ,

play Awahou on Saturday, at Foxton. —Granted. , Other matches sanctioned were: County v. Selwyn, at Otaki, on Easter Monday; Weraroa fourths v. Berhampore fourths, at Weraroa, on Saturday; Foxton thirds v. Shannon thirds, at Foxton, on Saturday. REVIVAL.OF OTAKI CLUB.
A report on the meeting which resulted in the revival of the Otaki Football Club was received from Mr P. H. Rhodes (secretary). He wrote that it seemed sure that a senior and a thirdclass team would be put in the field, and he asked that nominations be definitely accepted for these two classes. It was also desired that the Council accept provisional nomination of a junior team. —The secretary reported that he had replied to the Otaki Club, expressing pleasure at the outcome of the meeting, and stating that a deputation from the District Council would wait on the Otaki Borough Council to discuss the matter of rental of the Otaki Domain. FOURTH GRADE AGE LIMIT.
The Shannon Football Club forwarded a resolution in favour of raising the age limit for the fourth grade players to 18 years, as the committee found a difficulty in putting forward a fourth grade team while the age limit is 16; The Shannon delegate, Mr Richards, spoke in support of the remit, and said there were only four teams entered in the fourth grade competition' so far He quoted Palmerston as a case where the age limit was 18 years. There were a number of boys of 17 who were not suitable for third grade, and consequently had to stand down. . Mr Robinson pointed out that it was the wish of the donor of the cup that the age limit should be 16. Mr Procter, the donor of the cup, said the trophy was given with the idea of encouraging the younger players, and he was not in favour of' altering the age limit. Mr Winiata said that if they were going to allow boys of 17 to play in the fourth grade they would - cripple that branch of football. Some boys under 18 were of 12 stone weight, and he suppoi’ted Mr Procter’s attitude. Mr Robinson said that by making' this grade open to boys of seventeen they would be penalising the High School boys. Mr Richards said that after hearing Mr Procter he was prepared to"* say that his club would do their best to put a fourth grade team in the field just the same. - STATUS OF PLAYERS.
Application was made by Shannon, for reinstatement of C. Coyle as a junior after being classified senior, to enable them, to put forward a junior team. Mr Robinson, as sole junior selector, opposed the proposed reinstatement, on the grounds of the player’s qualifications. Mr Winiata stressed the danger of setting up the precedent of interfering with classification. On the motion of Mr Ryder, second-' ed by Mr Austin, it was. decided that the classification stand. Awahou Club apnlied for the classification o.f'R. des Jar dines as a senior —Held over pending further inquiries. THE FOXTON GROUND. The Awahou Football Club wrote protesting against the action of the Foxton Club in sending a deputation to the Racing Club in reference to - No. 1 ground being cleared and prepared for matches. It was contended that the Foxton Club iShould have consulted the District Council, which could have decided which grounds were to be allocated for the season. Mr Robinson said that as Foxton had not nominated a senior team, the responsibility was on the Awahou Club to have<the ground put in order. There would have been no trouble about the ground if Foxton Club had ‘first consulted the Awahou Club. Mr Neville stated that the Awahou secretary had said to him, “It is nearly time you got your ground ready, isn’t it?’’ This “got his back up’’ and he put the matter to the meeting of his club, and asked where they stood and who was to prepare the ground. He considered that the two clubs should share the work. The letter was received. LIGHTING ON THE DOMAIN.
Mr Anderson moved, and Mr Robinson seconded that the District Council take control of the lighting on the Domain for night practice, and that each club be asked to deposit £2 before using the ground. Mr Ryder said that the proposal should first have come before the committees of the clubs. The matter was in the interests of the clubs rather than of the District Council. He moved as an amendment, and Mr Neville seconded, that the matter be referred to the clubs to make their ow'n arrangements. Mr Casey opposed the responsibility being placed upon the controlling body . Mr Winiata said that the Council should encourage the clubs in their training, because they had to look to them for representative players and it was important that they should be assisted to keep in form. Eventually it was decided to refer the question to-the clubs, with a request to put some scheme before the District Council. ROUNDS AND DIVISIONS. It was resolved that two rounds be played in the senior competition. Arrangements for the junior competition were held over for the time being. In tlie third grade competition, tw r o divisions were made, the southern teams being Otaki, Otaki Maori College, Paraparaumu, and Kuku; three rounds to be played in the northern and five rounds in the southern division. Four rounds are to be played in the fourth grade. GENERAL. On the motion of Mr Casey, a grant of £5 was passed to the Horowhenua Referees’ Association. No action was decided upon in reference to assisting to send a representative to the Referees’ Conference to be held at Carterton on Friday and Saturday. Mr Casey gave notice to move at the uext meeting that travelling expenses be granted to rep. places* on the basis 1
of second-class return railway fares to I Shannon or Levin and bus fares to ; ! Foxton. : On the motion of the chairman it . was resolved that the Council’s fixed ; deposit be increased to £IOO. ; Authority Was given to the secretary for tlie immediate purchase of school footballs. HOROWHENUA FOOTBALL DRAWING OF FIXTURES. Fixtures for the first round, of senior play and for third and fourth grades have been drawn up as under. The junior fixtures have not yet been drawn, but will probably be available to-mor-row. 1 Grounds have also to be allotted for the northern division of the third grade. The dates are not given below, but instead the weekly contests are numbered consecutively, as it may be found necessary occasionally to postpone rhe fixtures on. account of representative games; as also on the day of the Otaki races.
