HOROWHENUA COUNTY.

MONTHLY MEETINQr.OF THE COUNCIL.

The monthly' meeting of the Horowhenua County Council was held in the County. Chairibers, Levin/on Saturday, there;. -being present: .Crs; Monk (chairman), .Barber, Whyte; Ryder, Bryant, Kilsby, McLcavey, Catley and Jenson. - CORRESPONDENCE.

The .Minister of Internal Affairs forwarded copy of regulations under the Town-planning ' Act; 1926/ —Received. The Minister of Finance forwarded information relative to. the local Government Loans . Board.—-Received. STOCK ON ROADS. ,

Mr C. J. McKenzie, chairman of the Main Highways Board, wrote staling’that the attention of the Board had been drawn to the danger of allowing stock to gl'&ZO OH tll.G rOßfls Rt Hlgllt. Many local bodies granted grazing rights- to owners of stock in many cases without any restriction, with the ref suit that cattle were allowed to graze on the roadways at’ night as well as during the day-time.. This was a source of very great danger to the travelling public, and the Board suggested that the time 1 of grazing be limited to the hours between sunrise and sunset—Received, the Chairman stating that this Council did not grant such rights. ■ RENEWAL OF CULVERTS.

The Highways Board advised that it had decided for the future to regard the renewal of culverts net exceeding 6ft. square or 6ft. diameter as maintenance; plana and "specifications to be approved in the usual way.; —Received. 1 MOTOR LORRY REGULATIONS. The Public Works Department forwarded*/ copy 'of the motor : lorry regulations for 1927, . also copy of a warrant signed by the Minister certifying certain brands of /.tyres as superresilient for the purpose of the regulations.—Received; MANAWATU RIVER SCHEME. Notification was received from Manawatu Countv Council that it was pro posed to hold at Baljnerstoii on April 21st, a conference of representatives of the contributing .local authorities -to protest against the ; contributions assessed for the Manawatu river drainage scheme. —The Chairman was appointed delegate. WARNING TO MOTORISTS.

The Makerua school committee wrote reminding the Council of need toi erecting warning notices to *motorist; in the vicinity of the school.—The Engineer was directed to attend to the matter as early as possible. LIGHTING INSTALLATION.

Mr. H. R. -Baylis, surfaceman, wrot; asking for electrie light to be installed in the County house occupied by him al Tokomaru, and offering to pay hail the cost of installation.—.A n estimati of the cost is to.be procured. DAMAGED ROAD AT LINTON. . Mr. G. Craw, of Linton, wrote asking the Council to insist on the Makerua’Drainage Board repairing the road destroyed by them, as he had not beer, able to use the road in question foi ■some time., He had .had to stop hij flaxmill for several days because it was impossible to get on the road. He hao had another accident, and if there was any loss the. Council would be respor. able. “I think Mr Craw uses the road at his own- risk, ” said the Chair man, “but if the Board has destroyed oi partially destroyed our road it is oui bounden duty to see that the -Board repairs it . ” He moved that *-he Boaru be asked what they intended ,to do ii. the matter. The motion was seconded by Cr. Me Leavey and cai ried. COMPLAINT ABOUT A CULVERT. Mr J. Liggins, of Tokomaru, wrote asking that the broken culvert neni his property be replaced by a concrete culvert, as he feared damage to hi: stock, which had to pass over it twice daily. One of his horses had go.-u through the culvert, and in -consequence could not be used again. Cr. Whyte said he had mentioned at the last meeting that the culvert was in a rotten state. . The Engineer stated that pipes ha-., been ordered and would arrive at any time.. . „ ' , T . . It was decided to inform Mr Liggm,; that the matter is being attended to. SLAUGHTERHOUSE LICENSE.

Mr. J. Schwass forwared his ap plication for a license for a slaughte. house at Tokomaru. —Granted, subjee! tor the approval of the Stock Depart merit.

REMOVAL OF ARAWHATA BAR Messrs Bartholomew Bros, wrote stating that they proposed to remove a bar of five chains width at the moutn of the Arawhata creek, Beach road. „ The various laud-owners affected were prepared to contribute to the cost, which was estimated at £25; and they wished for-the Council’s share in the undertaking to be sanctioned. By the removal of the bar, the cost cf maintenance of the creek would be reduced. The chairmaii said it was recognised that the Council had some liability for the water coming down the creek, us the drain was constructed in the first place to take water off the road, and a quantity of water from the races went into it. The settlers were prepared to contribute £5 each. .Cr.. McLcavey moved that a grant of £5 be made, subject to the engineer’s approval. The, Engineer stated that the work would be beneficial. The motion was carried. QUESTION OF ACCESS.

Mr M. Webb, Koputaroa, wrote asking that the, road past his property be lattendea to, and that the metalled portion which ended at his gate be continued for a further two chains to his car shed; the'cost to be added to his rates. , . , Cr. Catley said he did not think the Council did this sort of thing. When the councillors Went round the riding - next month they Could have a look at the road. ; ' jhe request referred- to the

Councillors for the riding, with the Engineer, with power to act if they ;hink necessary. OTHER REQUESTS. Mr H. R. Jewell wrote asking for permission to put a f-ineh pipe under the road for water supply from the Mangaone stream at the extreme end if the Beach road, to supply his cowdied and dairy. The pipe would be put through on the beach portion of the property. Permission was granted during the pleasure of the County: the work to be done to the satisfaction of the Engineer. - Mr W. IT. Catley wrote asking whether the Council would replace an old >ox culvert at bis gate or give him the limber with which to do it. —Referred :o the Engineer, with power to act. Mr R. W. B. The chairman said he understood hat the petitioners had approached he Borough Council, and that sufficient ivalcr could be got. WORKS COMMITTEE. The report of the Works Committee, is under, was adopted: — 1. Petition of Puaia Whiley and others re drainage difficulty on the Muhunoa West Road, Oliau. —Your Committee have interviewed the several ettlers concerned in this’ matter with the result that Mr V/. R. Davies agreed on behalf of Mr J.' Davies to clean the drain in question -within two weeks.

2. Shannon Borough Council and Engineer ’s report on surfacing of the main road through the Borough.—The report to this meeting of the Council Your Committee have to submit the following recommendation in connection with the Engineer’s rep'oit: —That Ihc Engineer and Councillors for the Wirokino Riding be instructed to investigate- and report regarding a fresh metal pit for this Riding. Your Committee have also to recommend that the tender of W. H. Webb tor £BOO be not accepted for earthwork formation in connection with the deviate n of the Main Highway through Mr D’Ath’s pioperty; and that the work be done by the Council’s employees. Also that full particulars be kept of the cost of this work in order that a statement may be submitted when finished.

With regard to the main road through Shannon, the Engineer was instructed by the Council to proceed with the report required by the Borough, at the cost of the Borough Council, lington, on Saturday, April 16th, at Wellington. —Granted. Wan.dersr3 applied for permission to
