DIFFICULTY OF *CLEAn4sTG NORTHERN SECTIONA petition by four County ratepayers (Messrs Wylie, White, Smith, and Rout) was read by Or Catljsy, at the Horowhenua County Council's meeting on Saturday, asking for improvement to a. culvert-crossing si the drain at Muhunoa West road. Its was complained that the culvert stood with two feet of water in it, which prevented the settlers-on the northern- side from cleaning their drain, j Or. Catley stated that the. matter wiis brought under his notice a fortnight! ago. and he inspected : the locality. .jThero had been previous trouble with jt;ie drain, He pointed out to those \ interested That it was no use for the Council to give any attention to the rnatter unless the lower end of the (drain was cleaned. He asked'if the Coincil could give notice to the settlers at the lower end to clean their drain? to the final outlet: * The Chairman: We can ca|l on them to show cause why they should not be called upon to do it. . ' Cr. Catley: It. is not a j boundary drain, apparently. It draiiis various properties.. I -advised them? to come to some agreement among themselves. Some are-prepared to co-operate, but ethers will not. . 5 /The Chairman.moved that fhe Works, Committee-, be asked-to investigate the position on the ground and ijieet those interested. • ! Cr,. Jensen: What is our position in regard to the Drainage Act's The Clerk: We can do things by conciliation. :> The Chairman: You might j conciliate and get the work done. If tjiey won't do that> you will have to consider whether you are justified in calling on the lower settler to clean his .drain. If he cannot show .just cause, theii you call on him to do it by putting, the machinery -of the Drainage Act i4to operation. ' ;
