SUBDIVISION SCHEME.

MAKERUA SWAMP LANDS. __— SHORT ROUTE TO PALMEBSTON. Messrs A. Seifert and H. R. Farquhar (surveyor) waited on the Horowhenua County Council on Saturday in reference to a land settlement scheme.. Cr. Barber introduced the deputation, and stated that they wished to submit their roading proposals to the Council and have a special rating district declared for the purpose of raising money to construct the roads. Mr Seifert, who put in a plan,-ex-plained that the A. and L. Seifert Flax-' dressing Company and the Whitanui Company were jointly interested in roading certain land at Makerua There was a very large area in the swamp to be cut up into" small areas. Mr Farquhar had drawn up a roading scheme. There were about 5500 acres involved, including the Whitanui Company's por- ' tion. A great deal of this land was now sown in grass, whereas at one time it was all under flax. ,Until roads were constructed it would be impossible 'to use the land properly. It was desired to have the area declared a special rating district to raise money to construct the roads. Eventually a level road would be provided from Shannon to Palmerston, and there wduld be better access for people going in the direction of Rangiotu. There was a suspension bridge at present, but he thought that when these roads were constructed there would be a proper bridge constructed over the Manawatu river, ~, connecting up all the lands and giving a shorter and level road to Palmerston. A. certain amount of the road formation was already done. The chairman (Cr. Monk): Can wo raise ?noney over a special area ■ and spend it on an undedicated road? We might do it by agreement that the roads will be completed by a certain date. I think the best thing is to refer it to a committee, and they will submit to you. and to" the Council what thfc/ think should be done. There may be some .points to consider which we do not see. In anything we require you to.do, you will be prepared to enter into an arrangement accordingly, provided it is reasonable. Ido not anticipate any trouble, and we will have a report for the next meeting of the Council. The chairman then moved that the request of the deputation be referred to the finance committee for investigation find report. In reply to a question by Cr. Jenson, the Engineer (Mr W. N. Anderson) stated that the land had all been subdivided. ' ■ Cr. Barber: It is really excellent land out there. The chairman's motion, which was seconded by Cr. Ryder, was carried.
