w I At Saturday's meeting the following matters were dealt with:— •DIRTY, FILTHY IOOTPATHS.” Mr D. J. McClure informed tlie Council that he had written them in March, l'J'2-1 and also iin August, 1925, regarding what he characterised as the “dirty, lilthy footpath” in front of his residence at Tokomuru, and was told that the matter would receive attention. 'He now warned the Council that if the footpath were not in a sanitary condition by tiie 20th of this month, he w'ould inform the 'Department of Health as to the circumstances. Gr. Whyte said that when he approached complainant the latter was concerned not so mujch .with the footpath as the fact of neighbours allowing their cows on to the footpath and thereby making it in a dirty condition. It was also stated that complainant all wed his forses to feed on the footpath. It was resolved to leave the matter in the hands of Ck. Whyte to inves- ; tigate. ■ FLOODED PRO P ERTIES. Mr P. Hj. Harper, acting on behalf of Mr G. Sievers, of Barthoflnmew Road, Levin, stated that the latter had suffered considerable damage and inconvenience fa* some time past owing to the flooded condition of a large area of Ins property. It was alleged that the flood was caused through tlie water race, which runs through an adjoining property ■belonging to tlie Levin Dairy Company, having been constructed and diverted in places by the occupier of that property, with" the result that after heavy rain the water rape overflows its banks unu floods to a considerable. depth tlie adjoining properties of. Mr Sievers and Mr: P. O’Donnell. The Council was requested to remedy the nuisance complained of by taking immediate steps to prevent a recurrence of the conditions outlined, have tlie water race cleaned out and the -bed deepened, and suitable culverts put in so as to take away the flood water which accumulates on Bartholomew Road after heavy rain. The chairman said that from what - Mr Sievers had told him, if the Works Committee went down and inspected the locality and had the trouble explained to them, they would And that it could be remedied , without much, difficulty. Ci*. Catley said part of the trouble was caused by temporary bridges put in across the water races. A sheet of iron had also got jammed above tlie bottom wire of tlie fence where' it crossed tlie water race. An obstruction of tliat sort would, naturally, cause a considerable Woekage in tlie water flow. Even with a water race five times the size of the present one, the unusual rainfall cently experienced would have caused a flood all the same. There wps, though, a genuine reason for complaint, ’as on one occasion tipe_water had flowed over a 5-chain width of the property and even reached the concrete footpaths'. The Works Committee is to make an inspection with power to act. QUESTION OF ROAD' ACCESS. .Messrs Harper and Atmore wrote ’ asking for a reply as soon as possible to an application made at the previous meeting and held over for enquiry. This was an application, in connection with a transfer of land from Mr W. M. Simcox to Mrs E. K- Simcox,' for exemption from the j provisions of Section 116 of the Public Works Act, requiring the owners to provide road access to the land. The chairman, to whom; the matter had been referred, said he did not think the Council could agree' to the proposal. Previous to this it had been the policy of the Council not to agree to similar applications. He had been going into the legal as-pect-of the matter as directed hy the Council and had still to get information on one other point. He asked for the direction of the Council as to action. It was aj matter that should not be decided without the fullest consideration. * . ... The chairman was authorised to replv to the application when he had obtained further information.
