A recent dispute over the right of the Railway Department to reserve a seat for a journey of under 100 miles has been followed by the appearance of a new regulation which enables the Department to "reserve, for any distance, anv railway carriage, or compnrtment "or seat in a railway carnage, for anv particular reason or for any person'or class of persons." The regulation will place the Department r 'ort-side" from the legal aspect.
