BOROUGH WATERWORKS PLANS.

He then produced a plan of the cemcterv, which had been in his possession, explaining that this hart been held up, until a search was made o«- aj copy of the title procured. The plans of the waterworks were then fully explained 10 the Council by Mr Edwards, after which the Council, in expressing itself as being satisfied, resolved that the Finance Committee be instructed to forward Mr Edwards his cheque in settlement, of services rendered by him in connection with the waterworks. The point was then raised that it was not for. the present Council to give a testimonial as the work had not been done during their term .of office, but it was suggested members of'the old Council if they so desired, could give a testimonial. Cr. Curran, addressing Mr Edwards, said he would get his support. Cr. Dowries to his feet): "He will not get mine." Cr. Curran: "Weil, sit down then." Cr. Downes: As a member of the Council sitting at this table I toave every right 1o state my views, and intend to do so. And I say the scheme was not a financial success. The Mayor: "It was a success." Cr. Butt:'lt was not the Engineer's fault. He was instructed to cut down his scheme. The Mayor: Cr. Downes cannot tell |me one water scheme in the Domin- ! ion which was a greater success flnlanciallv than this one. He admitted there had been a slight mistake in the'size of the pipe leading to Cr. Richardson's property, 'but this could be rectified for very little cost, Cr. Thwaites: It lias been said that any blame attachable is on the old Council. Are members of the old Council prepared to take a resolution to the effect that; Mr Edwards did the best possible with the material supplied? The Mayor said there, had not been ariv mistakes. Cr. Thwaites: You have admitted one mistake and there have been others.

Cr. Roberts said he was not prepared for anv resolution until he had gone into the matter more fully. ' Finally the matter was allowed fstand over and the Council proceeded with the next busi ■ ess.
