ENGLISH UNION ADOPTS NEW RULE. LONDON, Sept. 23. The Bugby Union, in explaining the new rule (No. 10), ordering opponents m remain passive when a penalty goal kick is taken, says that they must not distract the kicker’s attention by shouting or unusual movements "and must not extend the arms overhead. The definition given by the English Union was adopted by the New Zealand Refefees’ Association some time ago, but only partially enforced by the New Zealand Union.
