HOROWHENUA COUNTY COUNCIL. THE WELLINGTON WEST COUNTIES JOINT BY-LAWS, 1925. NOTICE OF SPECIAL ORDER. PUBLIC NOTICE is hereby given that ut a special meeting €l' the riorowhenua County Council held on me 12111 day ut' September, 1925, the following resolution was passed: — “That in exercise ol' the powers conferred on it by Part IV of “The Counties Act, LEO,” the Horowlienua County Council HEREBY MAKES by special order a By-law under “The Counties Act, LEO,” “The Public Works Act, I'JOS,” the “Health Act, 1020,” “The Motor Veiiicles Act, 1024,” and by every amendment of Uie said Acts and of every other power and provision contained in any statute or ordinance then in that behalf enabling such By-law being intitled “The Wellington West counties Joint Bylaws, 1025.’’ The object and purport of the proposed By-laws are:— PART 1; Introductory and Penalties. —Delining words arid phrases used in by-laws, the application oi by-laws prescribing' penalties for breaches of the by-laws. * PART 2: Offences on Roads and Public Places.—Defining certain oflences on roads and public places widnn the County. PART 3: Regulating TralLc—Generally prescribing the lights to he carried on vehicles, the rates at which vehicles may proceed in certain places, the loads to be carried on vehicles and the rules of the road to be observed by vehiefes and defining certain offences. PART 4: Regulating width of Tyres. —Prescribing the maximum load to he carried by vehicles in relation to the sizes of tyres on the wheels thereof. PART 5: Vehicles Plying for Hire.— Prohibiting the plying of vehicles for hire unless licensed and prescribing rules.in connection with such licenses and the license fees to be paid in respect thereof. PART 6:, Motors.—Defining offences in connection with Uie driving oi motors in the County and prescribing the speeds at which motors may be driven in certain parts of the County providing for the direction of warning, notices of dangerous places and prescribing the speed at which motors may travel in such dangerous places. Prescribing the lights to be carried by motor vehicles. PART 7; Pedlars and Hawkers. — Prohibiting the carrying on oi business of pedlar or hawker without a l.eenst* and providing for the grant,ag oi such licenses and for the fees to be payable in lespect thereof. PART 8: Public Billiard Rooms.— Providing for tiie licensing of public billiard rooms and prescribing rules for Uie granting of such licenses and the fees to be paid in respect thereof. Prescribing general provisions as to drainage and materials to be used and the rules to be observed in connection with drainage work Prescribing the requirements to be observed in connection with sanitary plumbing work. Defining common lodging houses and requiring same to be registered and prescribing conditions upon which registration thereol shall be continued. Defining offensive trades and prescribing nature of the buildings in which such trades may be carried on and prescribing the rules to he observed in the carryingon of such trades. Prohibiting the erection of stables and cowsheds adjacent to dwelling-houses, shops and factories and prescribing the rules to be observed in connection with the carrying on of stables, cowsheds and pigsties. Providing tor the registration of cattle saleyards. Prescribing i ules for the sale of food and for the protection of food from contamination. Providing for the licensing of picture theatres, halls and concert rooms and rules for the granting of such licenses and the fees to be paid in respect thereof. Providing general rules for the preservation of public health and for the collection of housenold rubbish and manure. PAI’T 10.— Providing for the keeping of a register of licenses; for the use of specified forms and for the repeal of former by-laws. A tali copv of this By-law is deposited at tlie offices of the Horowhenua County Council at Levin and is open to the inspection of the public during office hours until the 17th day of October next, on which dav the special order will be submitted for confirmation at an ordinary meeting of the Horowhenua County Council to be held at 9.30 a.m. at the Council offices at Levin. .
