The Internationa] Prisons Congress unanimously resolved on a demand for effective film censorship in every r.ountr v with the primary obieet of ' protecting youths, also the inspection of cinemas in order to ensure the carrying out of decisions of the censorship.. which should not he confined to questions of obscenity, but deal with all matters calculated f,o injure or deprave youth. .Special film exhibitions should bo provided for the young, and the State should subsidise organisations for production of films of real value for the young and the general public. It was resolved that the question of films should be regulated by internation a 1 agree in e n ts.
