SHANNON BOROUGH COUNCIL.

. Tlie fortnightly meeting of the Shannon Borough Council was held in the Council Chambers ,om Tuesday evening. Present: His Worship the Mayor and Crs. Butt, Curran, Roberts, Thwaites, Downes, Richardson and Hook. CORRESPONDENCE. From the Runanga Borough Council asking the Borough Council to support the following resolution: “That the Government be urged to provide pensions for the victims of infantile paralysis.”—The Mayor said lie sympathised with the resolution as he thought those incapacitated by disease should be provided for. Crs. Thwaites said it opened up a big field. But why single out infantile paralysis as there were Other diseases to content with. Finally, on the motion of Cr. Downes, seconded by the Mayor, it was decided to support the resolution.

From manager, Poplar Flaxmill Co., offering to loan wire ropes towards the erection of a foot-bridge over the Manawatu river providing they would be suitable.—Decided to forward letter to the Highway Board From W. Swindleh/uirst drawing Council’s attention. to the state of the road past his property. The letter said some time ago the Council formed this short piece of road and never put. in any culvert, with the result that the water is about two feet deep at the bottom end and is damaging his property.—Referred to the Road Committee.

< ; From the Superintendent of the State Advances Offices notifying the Council that it had been resolved to grant the Council a loan of £SOOO for the purpose of water supply.—lt was resolved that the seal of the Borough be affixed to debentures issued in respect'of the lean. MEMORIAL TO' THE LATE PRIME MINISTER. A letter was received . from the 1 Prime Minister, stating that at the instance of the Mayor, the citizens of Auckland had taken the initial steps in what the Government hope will become a national movement having for its object the raising of a fund for the erection of a suitable memorial to the late Prime Minister which will commemorate for all time his valuable and distinguished services to’the Dominion and he wrote inviting the co-operation of the Council and citizens, in this appeal. It was suggested that the Council make public notification of the proposals, both a.s to the objects and as to the authorities for expenditure. On the motion of the Mayor it was decided that a subscription list be opened in Shannon, Mr J. T. Bovis being treasurer. ROAD COMMITTEE’S REPORT. The chairman (Cr. E. Spencer) of the Road Committee reported as follows:—We have inspected several small caches of metal, with the idea of getting safe delivery of same. The roads are receiving the same attention as. in former years, but we hope at an early date to present more progressive reports re same. It is our intention to inspect a small grader at an early date to thoroughly satisfy ourselves as to its ability to improve our road condition's and we will, have this settled before our next meeting. Personally, I am; more convinced than ever, of the necessity of procuring at an early date. Have considered Mr Hyde’s suggestion re footpath and will report later with an idea of improving suggestion. Instructions have been given to the foreman to pay attention to the rubbish tip. We ask the Council to instruct Mr W. Gardner to have his drain cleaned out through his property from Thompson street to the Foxton road, to allow of the culvert being cleared and courses opened oh the road. Suggest getting the old dray put in order as early as possible as we will have work for two drays at an early date. Shed accommodation is urgently required and we would ask the Council to procure shed and proceed to have same erected as early as possible. Have procured posts ami boards suitable for stock routes and given instructions re writing and fixing. Instructed foreman to wrap same with barbed Wire to a given height to prevent cattle making rubbing posts of them. Would ask the Council to consider putting up signs pointing out names Of streets. Mr Gardner not having cleaned out the dratn when last notified it was resolved to again notify' hnn that if he does not clean out the drain through, his property from Thompson street to Foxton road within seven days, the Council will do the work and charge the cost to lnm. LITTLE FLOW OF WATER INTO

RESERVOIR. Mr Jude foreman of tlie waterworks, reported that he had paid a visit of inspection to the he ad works and found thai there is. very little How of water from the galleries to the reservoir and he thought that, with a spell of dry weather, there will be next to nothing and therefore there will only be the storage water in the reservoir to supply the town. It was his opinion that the galleries should be seen to at the earliest opportunity. In regard to lids for valve pits it would take about 180 super feet of 2-inch timber. The Mayor said that the silt was blocking the galleries and required a groin and he moved it have the immediate attention of the Waterworks Committee—Carried. T WATERWORKS REPORT. Cr. Roberts, chairman of the Waterworks Committee, reported that along with two other councillors, he had seen the foreman (Mr Jude), who had informed them he had not the material to work with. They had asked him to forward a report to the committee special meeting of wna he required. This he had not done. Rut a report had since been received. The committee had gone into tne finances and feel that the work can be completed with the finances left by the previous Council. In regard to covers, at a previous meeting the wish had been expressed that cement should be used, the Committee had

gone into the question and were sat--1 isfied they are going to he expensive and recommend using totara covers ' on. the lines, hut not on the turns; they would he satisfactory and much cheaper. Had inspected the pipes in ' the creek and they looked to he suhI merged and were long spans with | no supports, but he understood from i hie foreman there was a bar under ! them. They recommended that the roadman inspect the pipes monthly, especially at Mangaore, and that pipes be scoured once a fortnight The pipes crossing the creek in some cases had been jointed in the centre over a span of 10ft and they suggested that timber be placed alongside and wired to strengthen the pipes.— I I was resolved that the suggestions be agreed to and iliat the foreman report at each Council meeting FINANCES.

Ihe Town Clerk submitted a statement of receipts and expenditure up to May 31st, which showed the general account credit at the Bank to be £lsl 11s 4d, on April Ist. The receipts to date were £304 18s 6d. Expenditure £631 7s lid, leaving a debit balance of £174 17s Id. The housing loan account was. in credit at the bank £36 12s 4d, with £BO still owing tor sale of sections. 'The workers bousing working account showed a credit balance of £l5B 16s, with no liabilities; water loan acc. showed a debit balance of £4248 8s 6d, outstanding accounts to. be paid £713 Is lOd, number of connections to date 86. The s.um of £SOOO, being balance ■ of loan money, will be to hand shortly when all accounts will he squared up. Applications for water connections are coming to hand daily. ROADMAN’S REPORT.

The borough roadman (Mr F. Haley) reported as follows:—I have carted 115 yards of metal, 10 of which were carted last month, on to the following streets:. Ballance, Clapham, Levin and Foxton roads, Plimmer 'Terrace, and Nathan Terrace. Have cleaned forty chains of water tables, put in two new concrete pipes in culvert crossing Vance street, near the railway line, also put in one day with Mr Jude putting in valve pits in tlie water main. Have also altered gate at rubbish tip so that it will open iawards.—Adopted. LIGHTING THE DOMAIN. In respect to the lighting of the Recreation Grounds and tit the request of the Reserves Committee, Mr A. R. Blackwood, of Mangaore, submitted an estimate of the cost of material required. He said it was proposed to light the portion of . the northern end of the ground using five lamps • with suitable reflecting shades at positions shown on attached sketch. The lights would be controlled from, a switchboard placed in one of.the dressing rooms in the Pavilion, the switchboard to be placed in a cupboard which, is tb be kept locked, and a responsible person will issue the key to the various clubs or persons desirous of using the light. As there would be certain renewals, etc., during the year he suggested that a charge of Is 6d per hour or fraction of an hour be the said rate with a minimum of one hour. The wire erected could be used at any time to extensively light the northern end of the grounds if it. should be required for concerts or carnival purposes. The material which was detailed, would cost £35 16s 2d.—The Mayor moved and it was carried that tlie work be gone on with, under the supervision of Mr Blackwood. The secretary of the Shannon Domain Carnival Executive forwarding cheque for £9O to be used for improving the Domain as follows:—-New fence £4O, pulling down old fence £5,donation towards lighting 1 the Domain £25, turnstile (Stout and Whittaker streets) £5, painting and repairing pavilion £ls. RUBBISH REMOVAL. Cr. Thwaites asked that the Council give consideration to a proposal to make a weekly collection of rubbish within the Borough. He said it was absolutely necessary in the interests of public health. There were plenty of residents who did make arrangements to burn rubbish, but it was impossible to get rid of everything by burning and he recommended that in the meantime five-gallon drums- be used to place the rubbish in until proper receptacles could be secured. If it was going to be a ; hardship on the time of the borough roadman to make the collection, a local carter with a tip dray offered to do the work if 200 tins were guaranteed for a. charge of 4d per visit, the tins to be placed at the front gates. Be did not think any householder “would begrudge 4d a week to keep his place clean. He suggested that it be compulsory to have covers for the tins and that restrictions be made as regards depositing objectionable matter in the tins. He considered it should have been taken in hand before, but the time was opportune now.—On tlie motion of the Mayor it was decided that the matter be referred to the Sanitary Committee to arrange for a proper service and report to the Council. The. accounts were then passed for payment.
