BOROUGH COUNCIL.

On Tuesday evening the fortnightly l meeting of the Borough Council was held in the Council Chambers.. Present: The Mayor (Mr Murdoch), and Crs. Beard, Gunning, Curran, Butt, and Carter. The ranger (Mr Simes) wrote forwarding his resignation.—Accepted. .The in reply tq a letter of the 25th Sept. advising that under the Valuation of Land Act he was required to make a separate valuation of each separate property, but : not to make valuations of portions of a property. He said he had no jurisdiction in regard to the incid'ence of the water rate. It appeared to. him that an owner whose land is served by water is liable tor the full water rate irrespective of the, area he owns. This may appear to impose a heavy burden on him but as the law stands he saw no way of affording him relief .—lt was . resolved that the matter be referred tQ the . Waterworks. Committee to deal with. The Mayor said that no doubt when the Act was framed it was the intention to prevent speculators from holding sections for speculative purposes in q, "town, who. would tiros derive benefit from water ivnd sewerage, etc., at the expense of the rest oi the ratepayers, A letter was received in reference to the Municipal Conference to be held at Auckland giving particulars as to railway concessions and accommodation ifor delegates lattending.— The Mayor, said that as the Council Were not sending a delegate the letter be received.—Agreed to. - . ROADMAN'S REPORT.

The roadman (Mr Haley) reported as follows;—I have formed and partly footpath in Balance Street, also formed Path in Vance street and have made a start with paths in Stout street.. Altogether 27 yards of met.al has been carted, 15 yards on to path in Ballance street and 13 yards on to crossing in Vogel street. The Borough yard in Stout street has been cleaned and the rubbish yp has been attended ted. EXPENDITURE TO BE REDUCED. Cr. Gunning, chairman of the Finance Committee, reporting on the finances of the Borough said th© committee ' had come to. the conclusion that, if the Council went on with the estimates as get out for the year th-\ would be about £250 .short. The shortage had been brought about by a falling off in fines, no auctioneers' license issued and the trip to Picion by councillors, M/angahfaioi celebrations, and a number of small matters that had to receive attention, it was a recommendation, to the Council to make the following reductions on the; estimate in ,an endeavour to cope with the position:—Work "in Stout Street, £SQ to be reduced to £22; printing and stationery, £6s Is not expended, reduce to £2O; legal expenses, £l9 to £4; repairs and beautifying, £72 17s 3d to be struck out; cemetery, £25 to £ls; ranger, £27 to £2O; tools, £54 unexpended, to £l4; sanitary appliances, £4O to £10; silent policeman, £10; to leave connecting up with current until next financial year. The whole makes a total reduction of £195 which the committee considers absolutely necessary The report was adopted.
