Gunning, Caater, Gurran, Murray, Beard, Butt and Gardner, ilia meeting only lasted half an hour, the only matters dealt with being the correspondence land tiie passing of accounts. ENGINEER'S REPURT. The Borough Engineer (Mr R. Edwards) submitted tJhe following report: "The. reservoir is nearly complete.- The walls are finished; the' roof is on and almost eoippleted. The plaster work is also well forward and will be done in a few days. The pipe laying gang have bean held up for several days owing to a. supply of lead having b[ecn delayed between Shannon and. Wellington. It has,, however-, now arrived, and the work of Ip.yiug ;ihe pipes .beyond u the bridge at the Power House is beingcarried out. 1 expect- to have the 6iinen pipes to the connected with the intake in about twelve days. During the delay caused by the want oi lead the men have neun completing the trench fur the 8-inch, .main pipe between the Borough boundary to (ira.ud -street, which is -now finished. •On - the completion of the laying of the G-ineh pipes the gang will commence the work of laying the S-inrh .pipes.- In company with the road committee, on the 'it'll lust, f made an inspection of several streets tor the proposed .estimate for tarred surfaces oi footways and streets. On the fti'sit opposttulniity 1 will take some, levels iiii connection with this work' and prepare- a. careful estimate for the icontemft'liU'tfld. work. I beg to 1 suggest that before any tarred surfaces are laid down in the streets that the by-lawls respecting the regu'lafiou of vehicular traffic should be radically altered, more, particularly as to limiting the weights to be carried, the width and composition of tyres, and the addition of suitable, springs on" all vehicles. The failure of tarred surfaces in all cases is at-tri-buis'hk' very 'largely to the want of proper control of heavy traffic on the streets. 1 have given the order for the casting necessary to protect the underground light to be, placed at. the corner of Ballanco street and Plimmer Terrace, i.e., tiie silent po-, liceman. I expect to have this job complete in about a, week's time. HEALTH OFFICER'S REPORT. The Inspector of Health (Mr Huggins) forwarded the following report to .the, Council:—"While investigating a case of diphtheria. &t the house of a. resident in Stout Street I carried out the usual procedure of a thorough inspection both inside and outside the house. There is an accumulation of which, it is alleged, .the Borough has not provided proper facilities for removal. The yard bore an ■'.untidy appearance through the want of a "general clean nip. Fowls Avanrlered round the 'back oloor instead of being kept in the /run which is provided. The occupier has promised to have all these .matters attended to before my .next inspection of these premises." Tiie interior of the building requires renovation and T would recommend that notice be served on the Public Trustee (as owner) to carry out ijhe following repairs.—All leaks in roof to atoe repaired; walls and ceiling of bedroom off scullery to be stripped of all old. paper and re-papered; walls of kitchen and room off kitchen to be stripped of | all old paper and repnpered; broken I window sash cord to be renewed. The ■ house is really too small for a family of this- size, but -the above renovation will Tender it a little more habitable. While making a house to house inspection in other parts of Ihe Borough, I found the rubbish question the biggest trouble. I would suggest that the Borough should arrange for a, rubbish collection system, or at least, a periodical collection such as was ' made some time ago. .if this were done, it would strengthen iiuy hand as there would he no excuse for any rubbish accumulation on any premises. As I intend to complete the house to house inspction as soon as I can arrange, I would be pleased if you could give the rubbish removal question your early attention.
Tlie Mayor stated that, since the report had been handed in the Health Officer had informed him that the occupier had given fhwpla.ee a thorough clean up. It was decided, that the Town Clerk nv.Hie |for a clean-up day in the Borough and that a. notice to that effect be inserted in the paper. GENERAL. The Council resolved that the Mayor's action in arranging 'the finance with the Bank in connection with the Water Supply Loan be cofirmed. Cr. Butt said the Engineer had reported to him fhalfc tlie filling in on the Council's side of the ibridge over Sta,n.sell's drain had been done but Mr Wilkinson, who Was responsible for the filling in on the other side had done nothing. Cr. Gunning contended the safety of the bridge was imperilled and' he moved that Mr Wilkinson be asked to carry out his share of the work without delay.
A letter was received from Mr .T. D. Taylor stating that his horse, a. .t'horougfbibred, had been let out of the paddock try some unknown person and the Ranger \had impounded: it. He pointed out that the horse was too valuable to be. allowed to roam the streets and it had been through no fault of his that it had got out—The Ranger, who was present &% the meet-
ing, on toeing asked his, opinion on the matter said that personally he. did not. think Mr Taylor was to blame for the horse (being out. The Council .agreed to accept Mr Taylor's explanation.
