SHANNON BOROUGH COUNCIL.

Th/e fortnightly (meeting of the Borough Council was held in the Council was held in the Council Chambers on Tuesday evening. Present: The Mayor (Mr Murdoch} and Crs. Beard, Curran, Gunning, Butt, Gardner, Murray, Carter CORRESPONDENCE. From Wanganui Spiral Co., stating : that half the quantity of pipes they had Contracted to supply were now ready and asking when the Council win ibe ready to take delivery.—The .Town Clerk , stated he had referred the letter to the Engineer. The clerk’s action was (endorsed. The Department of Health wrote in respect to the. water supply from the Mangaore streiahm, stating they were arranging, for the gazette notice placing control of the stream under the Borough Council—Received. From the clerk of the Horowhenua County Council stating the question of attending *to the Shannoh-Foxton road had been referred- to the councillors for the riding and engin/eer with power to act. From the Horowhenua, County Council re pipe track (along the edge of the road near Shannon, /Informing the Council that the matter had been placed in the hands of the councillors of the riding and the engineer, with power to act. - FOWLS CAUSE N,UISANCE. ’ The Health Inspector wrote stating he had inspected the premises where fowls were reported as being kept Withoujt being' properly housed and were alleged to be causing a nuii&ance to the neighbours. He stated that-sec-tion 282 of the by-laws Was not being complied with. The' fowls are now in fa/ run but there is no fowlhouse, ohly a sheet or so of iron with perches underneath,—lt was decided to notify the owner, of the fowls that section 282 of the by-laws must be complied with if they wish to keep ' fowls.

HOSPITAL BOARD 1 EXPENDITURE. From thei secretary of the Palmerston North Hospital Board, stating the Board is now faced with the necessity o£ increasing 'the accommodation in the Nurses’ • Home -hy about 2Q bedrooms. The patients have increased in numbers and a demand has been made by the Government, the people and, the nurses that-they should be allowed one day off a "week. At present they get holidays duffing the year Tanging from J 4 days to one month " and such days or half days off as the work of the hospital warrants some of th© staff being.-spared. The v Board realises that in order to secure the best staff in the interests, of the ’ patients and economy that it must follow the example of the other Hospital Boards and grant *tfie day off. This means the addition of several nurses and makes it necessary to provide more bedrooms in the Home. The amount likely to be required for the additions will be in the neighbourhood of £6OOO, and the Board, advise the Council that next year’s levy is likely to include (an, amount for this purpose. There are three Ways that such levy can be raised, viz., (1) by way of debenture; (2) each local body .to borrow its proportion of the £6OOO itself and pay the. interest and sink- , ing fund; which is much. the same as the first system; (3) contributory bodies to pay the levy out of the general rate or strike a special rate, which, is much the cheapest method as there, would he no liability ,for interest. The Board asked for an expression of opinion from the. Council as to which system N of raising the money they would prefer the Board to adopt. The. Council were of opinion that the money should be raised out of the general rate. ' ENGINEER’S REPORT.

The Engineer 'Mr R. Edwards) submitted the flowing report:—The contractor for the construction of the reservoir has made a start with the excavations -and so far is ‘ making good progress with the work. He has four men ait work and the work is being carried out in a systematic manner. On the 21st inst. he started .the men cutting out the pipe track between the reservoir site and the . intake. At present the mien are cut ting out th|e track in a rock face siding opposite the P.W.D. steam plant. Good progress is being! made with the work, but it is yet father, soon to comment, but I feel sure, although the track is going through rough douintry, the work will be carried out at the estimate. So far. since the last meeting of the Council I have had no communication from the contractors for the cleaning out of the Otauru stream. I shall make an inspection of tips- work this week and if the work is not completed I shall ®ct on the conditions of contract and dietermine the contract with your approval. I will report on this job at a later date. , ~ „ In respect to the latter portion ot the report in regal'd to the contractor not completing the cleaning out of.the Otauru stream, it was decided to instruct the Engineer to take such steps as he thinks necessary. ANOTHER WATER, TROUGH. Cr Beard said that a water trough was'' jbadiy needed 1 at the! northern ; end of the town. The Town, Clerk reported.' that the sanitary contractor had taken up his residence) ini Palmerston North and as a result much inconvenience was being caused hy not being- ahle to get into touch with him when anything is wrong.—-It Was decided to inform him that in future all breaches of his contract will have to be paid for. It Was decided that when, the presen.t supply .of caitoide is finished, the street lighting is to be discontinued. Cr.
