BOROUGH COUNCIL.
,The fortnightly meeting of the Borough Council was held in .the Council , Chambers on Tuesday evening. Present: The Mayor (Mr Murdoch) and Crs. Gunning, Beard, Butt, Gardner, Curran, Carter and Hyde. CORRESPONDENCE. ' From! residents of northern end of Plinune'r Terrace, drawing attention to the stench arising lroin the grating hole over the drain and asking the Council to nave the complaint remedied.—The Engineer said rubbish of all descriptions had been thrown into the hole causing the stench. The ' . roadmen had now attended to it. From Mr G. Mitchell, secretary of the Radium Fund, Wellington, forwarding copy of appeal for funds to ; provide a Radium Department at the Wellington Hospital 'and pointing- out that treatment is to be available for all sufferers within,the.radius served by Wellington, which .embraces *H the area south of a line from New Plymouth to Napier inclusive and the provinces of Nelson, and Marlborough in the South Island. He asked.that 1 ,the Mayor take up the appeal in Shannon and suggested that a public meeting be called at which a, Committee could be set up to forward the , ■' movement—Resolved that the Mayor write and inform them the assistance will be given after the New Year. From Medical Officer of Health, forwarding copy qf the new plumbing and drainage regulations under the Health >m* 1920.—Referred to Engineer. From a resident' complaining .of neighbours' fowls damaging) his vegetable garden and stating .he had been informed he was not allowed to shoot. in the borough or lay poison and he asked the Council to see into the matter.—Referred to Health Officer to enforce by-law relating to the confining of fowls. ENSURING PURITY OF WATER SUPPLY.
From- Medical .Officer of Health, repropo&ed Borougli (Waiter supply, stating he noticed by letter received ■that the Council proposes to utilise water from; the Mangaore stream. As stated in his letter of 22nd. June ihe was of opinion that, this water will be suitable if arrangements can be made to ensure that no pollution enters. He was of opinion thai!, there would be considerable difficulty in proving that the stream is at present dangerous to health or offensive as it passes through the Borough.' However', ,he thought satisfactory a'rrange- ' merits could be made to give control of, the Mangaore stream to the Coun'cil and should they so desire he would endevou'r by gazette notice to give control, of the 'Mangaore stream to the Council at a point above the present slaughter house, in fact as la,r up as necessary to preclude any' similar concern being) erected near the stream, so as to pollute it- H'e thought there would be no difficulty in requiring the slaughterhouse and pig rcn to be moved elsewhere. As the slaughter house licenses expire in June, the Council would be well •idvised )to proceed as. suggested. Gou'.rul ot the stream right down to the intake would be necessary and should the Council utilise this supply a day Date measures will be required, io ensure tha,t workers at the power house are in no way able to pollute '.he stream.—-The Council resplved to tiy and get control of the Mangaore stream under Section 62. ENGINEER'S REPORT.
The Engineer (Mr, Edwards) reported as follows:—Re the contract for the cleaning of the Otauru Stream. The work Ls not being done in a satisfactory manner. 1 have-in-spected the work on several occasions, viz., October 2nd, October 13th and November sth, and pointed out what is required; on the 13th October 1 1 spoke very strongly pointing out that the spoil Was thrown on. to -ledges only and not over the top as sflecified; also that ' .tihe botitom of the stream had not been ,gjr*ded and that 'timber must he taken "ouitvof The bottom,; On •.-•making an inspection of the work on. the. sth November vpractiea.Hy very little more had been .done. Re the Borough cottages: all are now finished except 'the one known as Mr Burns' house. In this i case extra: work had been done without my authority and niOit, completed as it should be. I have mentioned the .irvittter to the contractors and , have also written them on this point. The matter, 'however, is only a question of flashing a portion of the 'Work.. 1 *am ait'work as per instructions p|iiep<armg a- sewage scheme which must of course be considered in conjunction with suggested sfttqeet improvements.' -So far I. have not made the inspection with the, Road , Committee, but,will do so as soon as arrangements are made. „ OVERSEER'S REPORT. \ ; .-^iThe---Overseer reported as. Hollows : /Ave have {carted fourteen loads of
rubbish to the rubbish dump on the Levin road, also three yards of metal to .the cricket pitch on "the reserve; Watertable.s have baen ploughed out in Stafford street, iCounty rdad to Grand street and in Viogel street from Grey to Stafford, streets and in .Grand s-treset to Grey street. STANSELL'S DRAIN. Messrs Swindlehurst Bros., contractors for (the cleaning out of Stanaell"s draih. waited on the Council in respect to the Engineer refusing to pass the work. They contended they hadi carried out the instructions received by them fifcmi the Engineer, who still 'refused to pass the contract and they denied; there was wood still in rtihe stream and that the spoil had no* .beeji. removed according to the specifications. They said, there had beeii' a fresh in the stream after they had gjone oyer the work a second time, which had caused the shingle to shift, causing the ripples. The fresh coming down, before the Engineer had inspected the work. - The Engineer, on. being' questioned by 'the Council said the spoil ihad not bqeki thrown- clear of <the bank as specified in the specifications. He held . that (the drain had! not been properly cleaned out and 1 denied; that the fresh caused the shingle to shift. • He said the work must be done according tio' the specifications. . The Council then went into com-
mittee to discuiss »the mat-tier and it. fwas, decided the contractors be informed they would have to carry out the Work to the Engineer's satisfaction and| recoahmiefiidfd tthem itt>, meet the Engineer and see what was to ibe'clone... . NEW RESERVE,
Replies were 'received from the owner's <of the two properties which were under, consideration by the Council ait its last meeting as being desirable -,for a-■reserve. The owner qf the 23 acres stated his lowest price was £IOO per acre and that if the Council he would make a donation of £100; the price of the iten ' acres mentioned was aldo 1 £IOO. Particulars of another ten acres was also received.,' ' On the motion of Cr. Carter it was decided 'that the members of the Council inspect the three properties with a view to .seeing, which is most suitable for ai reserve.
GENERAL. It was decided! to" lease the Reserve to the Mangahao Butchery Co., until further notice.
Mr V. Edwards, of Paimerston N., was appointed assistant engineer in cgnnectiion rijhe waiter supply schema, at a salary of £6 per week. Resolved that the Borough roads, with the exception of Sheen street, be 'thrown open from 6 a.m. to 6 p.rp:. and that .the Boroug/h Ranger b'e notified to vigorously enforce the bylaw where stock are found grazing on the roads after this hour.. The Town. Clerk reported he had applied to the Horowhenua. County Council for the royalty on the metal carted over thei Borough roads which they had agreed to. pay, but had not received a cheque. He was instructed to write them, again pointing out that they were paying considerably less than it would cost to repair" -tihe damage done. Cr. Hydje asked what the Council in,fend doing with the two unsold sections in. Vance street, and also the surplus money raised in connection with the housing scheme.—The Council were unanimous, in retaining tihe sections with'a view to building on them. 'uTit a, later date. In regard to the surplus money, as it. was. only a small amount, it was decided on the motion of Cr. Carter that plans be obtained for adding suitable rooms on to the house in Stout street, owned by the Borough. Accounts totalling £.152 10s 3d. were passed Tor payment.
SHANNON-FOXTON. ROAD. The Engineer (Mr Edwiards) reported, (that several ratepayers had 1 waited on him; in respect to tine: proposal of the Makerua Drainage Board to close the ShaJinon-Foxton road' for some days, pointing outi the seriousness if such a course is token to the farmers who forward cream to the local dairy factory 'and to the tradespeople of Shannon, and'asking' that some provision sihould be made for traffic toi pass along fihe road. There is »a by-pass formed and if this is closed altogether it will imean a, great loss to those concerned.
Tt was jfesolved that the Engineer interview Mr Jickell, engineer of tlie Makerua, Drainage Board, to see what can >be done in the matter and also the Road Committee meet Cr. Barber of the Hbrowhenuu County, Council.
