The bandits have withdrawn their prisoners and retreated further, allegin ; that the Government is not since! e concerning the withdrawal of troops. The Government negotiators are returning to Pekin. Letters receivtd from the various prisoners indicate that they avc re undergoing privations and misuse by the bandits and suggest that the Foreign Governments should utilise troops to effect a rescue, claiming that CA'en if the bandits kill the prisoners as they liaA-e threatened, it Avould be better than continued misery. demand:; steadily growing.
