The growing scandal of breach of promise suits in which susceptible juries award heavy damages to weep, ing and beautiful American women, has lead to the introduction of a Bill in the New York Legislature providing that “No contract or agreement be. tween two parties' for marriage is valid unless it is in writing and duly' sworn to before a notary public.” The, author of the Bill r Mr Hacken. burg, describes it as aimed at "designing adventuresses” who exploit the existing law solely for blackmail;
The Bill limits the damages for breach of promise to 3d, and the re. cover.v of any personal or real pro. perty transferred under the conditions of the engagement contract.
