HOROWHENUA COUNTY COUNCIL.

JANUARY MEETING

The first meeting in the llew year was held on Saturday. Cr. G. A. Monk presided: Crs. S. A. Broadbelt, A. H. Knox, W. G. Bryant, F. J. Ryder, ,1. B. Whyte, 11. Barber, C. I. Harkuess and J. McLeav ; ey. CORRESPONDENCE.

Messrs. Ross .Rough and Co., acknowledged acceptance of the Council’s conditions re the loading bank at Poroutawhao and right to lay tram, and thanked the Council for meeting them, in the matter. The writers asekd that two or three yards of metal be put up the bridge end of the road so that they could attend to the filling of holes in the road between the bridge and Ryder’s corner. A cheque of £lO was enclosed as agreed to.

Received, the Chairman stating that the Engineer had arranged to supply metal as requested. The Medical Olficer of Health reported premises in Kingston Road, Shannon, as insanitary, and recommended the alteraitios ecessary to put it in sanitary condition.—Notice to be served on owlier.

The Department of Labour called attention to the fact that it was necessary to hold a special meeting for the purpose of deciding the weekly half holiday.—Received. Mr Clutha Mackenzie wrote thanking the Council for its donation of £lO to the Sir Aruhur Pearson Memorial Fund on behalf of the blind of New Zealand.—Received.

Aslilea, Ltd., Tokomaru, inquired if any rates were due the Council, as the company was shortly going out of existence.—The Clerk stated a reply had been sent.

Messrs: Sladden, Pavitt and Dyett, Wellington, acknowledged the Council’s instructions to prepare plan for road purposes at Mr W. H. Field’s sub-division at Waikaiiae. The waiter wished to know if the sub-divisional plan had been approved by the Coun-cil.-—Plan approved.

The Levin Dairy Company asked permission to pump water from the water race for us,»; over their condensing plant at the factory. At present the factory w ; as short of w'ater and a supply from the race a few r hours each morning w'ould be of great assistance. The wnater, after passing over the coils, wmuld return to the race, the supply in the race not being affected.

The Chairman said the water would not- be polluted Th any way.

Cr. Broadbelt said there w’ould be no loss of w r ater, and it would be a great benefit to the company.

Left in the hands of the Engineer, with power to act. The A. and L. Seifert Flaxdressing Co., Ltd., stated they intended applying for a re-valuation of their land, and inquired if the whole of the: Horowhenua country had been revalued lately. The writers stated they heard that their end had been revalued before the. slump came, and when it came they stopped the revaluation. If this was true it had the effect of causing the. people of the north end of the area to pay an excessive amount of rates. The Clerk staled he had replied that the whole county had been revalued and not portion of it. Mr A. Seifert wrote stating that some time ago some of the Makerua landowners submitted the Council a plan of the proposed roading scheme, and that they wanted the assistance of the Council in raising a loan to costruct the roads. At that time the financial position was had, hut matters had improved so much lately that they thought there should be a good opportunity to raise the money on favourable terms. The Council’s assistance and advice in carrying out the work would he appreciated. So much of the Makerua land was not now’ growdng flax that the owners were anxious to construct roads at once, so that the land could be used in another way. The Chairman said the hanking scheme meant a tremendous sub-divi-sion in the Makerua swamp. Mr Seifert w ? as communicating further w ; itli the Council, and the matter would be held over till next meeting. Mr C. H. Hood, lion, secretary of the Koputaroa Hail Committee., stated that at a meeting in Koputaroa on January i, lie w'as instructed 1o write asking if a section of land was obtained at the rear of Mr Bell’s store for the purpose of erecting a public ball, w'ould the: Council be prepared to carry the road through to the section, a distance of three and a-lialf chains.

Cr. Broa-dbelt said this was part of the proposed main roaTI between Koputaroa and Buckley. The native owners had given the land for the main road through there, the only drawback being there would be a slight bend. The Chairman considered the question of the dedication of the land for road purposes should be gone into, and with C. Brondbelf and the Engineer the Chairman was appointed to go into that matter. Mr A. C. Holms, Tiro Tiro Road,

Levin, stated that a requisition was addressed lo the Council a year ago lor a water supply, and the signatories would be glad if the matter would receive further attention. Water was very necessary at this period of the year, and it was requested that the race in 'Tiro Tiro Road area be dearie dattd attended to.

The Engineer said it was necessary to prepare a plan for a water supply, and he had no time to do that. The Chairman said in cases of the kind nothing was allowed for the engineering and clerical work. He thought tiie persons concerned should he informed accordingly, and the members for the riding and Engineer were appointed tO' meet the parties interested.

Mr T. iliilier, Ohau, drew attention to the culvert opposite his property. It was not sufficient to carry the water thta was truned into it. Cr. Harkness said the private ownners should he asked to do something about this drain, as it seemed to be carrying a lot of water from adjoining properties. The Engineer said Mr Wall had cut through to the county drain, which had caused the trouble. The Chairman, Cr. Harkness and Engineer were appointed to visit and inspect. ' Cr. Broad belt and the Engineer were appointed to inquire into a complaint hv Mr H. W. Eyes, Cr. Broadbelt stating that inspection could not he made last month. Accounts amounting to £2037 were passed for payment. * On Cr. Whyte’s motion, the plan of the gravel reserve at Shannon from the estate of P. 3. Hennessy, deceased, area 2 acres 2 roo.ds 30 perches, Was approved, and surveyor’s account, £lO, authorised.
