HOROWHENUA COUNTY.
MEETING OF COUNCIL.
The last meeting of the year was held on Saturday; and was attended by Crs. G. A. Monk (chairman), F. J. Ryder, J. McLeavey, 11. G. Bryant, J. R. Whyte, H. Barber, C. I. Harkness and S. A. Broadbelt. Correspondence. The Commissioner of Crown Lands wrote that it was desired to dispose of the old closed road through Pukehou 5A No. 1, Waitohu Survey District, to Mrs Helena Hunt, the present owner of Pukehou 5A 1. The road contained 1 acre 1 rood 14 perches. —The Council offered no objection to the sale. Mr L. Birks, chief electrical engi-, neer, ivrote that in connection with the transmission line from Mangahao to Wellington it wak proposed to erect huts in the following positions: (1) South side of road north section 74, blk. V. Waiopehu Survey District; (2) North Manakau Road, north section 10A, blk. VII, Waiopehu S.D.; (3) River Road, north bank Otaki river near section. 7, blk. X, Waiopehu S.D.; (4) Hadfield Road. The huts were 9ft. by lift, and would be placed as near the boundary fences as possible, and will be clear of the formation. Before proceeding with the erection it was desired to have the Council’s permission. —Granted, subject to approval of County Engineer. The District Public Trustee wrote re the sale of two acres of land in estate of the late P. J. Hennessy, Shannon, for a gravel reserve at £6O per acre. The two acres to be taken was to be arranged between the Council’s representatives and Mr J. J. K. Hennessy. The acceptance was subject to the Council paying the cost of survey.
The Chairman said the matter was left in the hands of a committee, and the Committee had accepted tho offer. He asked that the action of the Committee be approved. This was done. The Palmerston North Hospital Board stated that the second instalment if the maintenance levy of £1441 7s vas due. —Instalment passed for payment.
Messrs Sludder, Pevitt and Dyett, Wellington, asked for approval of plan >f proposed town at Waikanae beach, ilso legalising of road in beach township. The firm' was authorised to have dans prepared so that the legalising of
he road could be proceeded with. Messrs Park and Adams applied for transfer of sections 456 and 488, Shanon, and section 633, Shannon, and ask'd that transfers be executed—Grant'd.
Mr D. A. Hotchen, Levin, informed
the Council that having secured a property at Hokio for tearooms, he did not. now" require the space granted him for the purpose of milking, but thanked the Council for having done so, and would pay any expenses incurred. The letter was received, the Chairman remarking that it was a very nice letter.
Messrs Thompson and Vincent ap-
plied to the Council to form and metal about four chains at the end of Kawiu Road, which gave access to their property. At the present time it was impossible to take a loaded vehicle over the road. The writers also asked leave
to erect a gate at the end of Kau iu Road, across road giving access to the lake.—Both matters, were referred to Cr. Broadbelt and the engineer with power to act. Mr E. Hogg, Kuku, applied for the right to take water from the waterrace which runs through his property. He proposed to take the water through a one-inch pipe.—Referred to Cr. Haikness and engineer with power to act. Messrs Hankins, Eitzherbcrt and Abraham, Palmerston North, enquired if there was anything to report re the Rangitane-Tokomaru Road, and asked that everything be got in readiness foi completion of the deed in connection with the matter.
The Chairman stated that the Committee appointed by the Council had visited Tokomaru, and after going into the matter an agreement was made with the owners with these reservations. Road to be constructed within five years. The Council to take no future responsibility of drains on the road these to be taken over by the existing drainage board or to be maintained by
adjoining owners. All costs in connection with the agreement inspecting and legal to be borne by Ashlca Ltd. and Temukanui Ltd. All costs in connection with the formation of roads, conconstruction of bridges, culverts, etc., engineering and clerical to be borne by
Ashlea, Ltd. Replying to Cr..Harkness the Chairman stated that in event of any of the property changing hands, the Council was protected from any future liability. The action of the Council's Commit-
tee in drawing up the agreement was approved. An Otaki Matter. The Chairman reported that with the engineer he had inspected the corn-
plaint made by Mrs Power, at Otaki,
that water was being run on to her property. Mrs Power said she had advice that the Council was responsible for any damage done. The question, the Chairman said, was which way the fall
of the country lay. He had instructed thb engineer to take levels to find that out, for where the greatest amount of fall could be obtained was the correct fall of the country. That was the position and they could not do anything
until the levels were obtained. The Council did not want to do any injustice to Mrs Power, and he had asked her to wait the taking of the levels. Cr. Ryder said the water table on the left side of the road required cleaning regularly, and culverts should be’ put across the road to let the water away. ENGINEER’S REPORTThe Engineer reported as follows: I have nothing of importance to report on since last meeting. All' work has been carried out in a satisfactory manner and although a good deal of rain
fell, no damage was done and the roads are in fairly good order.
The metalling of Lindsay Road has been completed and the plant has now practically finished in the avenue and will proceed to Shannon about the middle of next week.
SOO cubic yards was put through the crusher and carted by lorry to various roads in the Wirokino riding.
Timber has been ordered for redecking and repairs \to the Otaki and Okau bridges, and should arrive in Wellington about the middle of January. The timber for the Waitohu bridge is, unfortunately, held up in Newcastle owing to the seamen’s strike, and it is how very uncertain when it will arrive in New Zealand.
During the period it was necessary to make further repairs to the Ohau bridge and a bridge on the south Manakau Road was damaged by a motor lorry, some 10 planks being broken. This bridge > has only been built for light traffic and notices were placed on same, warning drivers of vehicles as to the condition of the bridge and restricting weight of load. The notices have been ignored with the above result. Cr. Barber (Tokomaru) stated lie took a run out to the Manawatu that
morning and everything was right at the bridge. A 20ft. log was lying across one pier and should be cut to prevent any further floating timber collecting there and«endangering the
bridge. Cr. Harkness (Wirokino) said lie had visited outside roads lately, and could say our roads compared favorably with other counties. He askd when the Weraroa settlement tar-sealing was to be done. The Kuku road wanted raking in. The Engineer said the wet weather
had prevented the tarring work being started. They must have dry weather for this work.
Cr. Broadbelt (Wirokiuo) stated Tavistock Road was badly potholed, probably by the heavy traffic in carting out the electric poles. A bridge in Pott’s Road wanted attending to. Cr. Ryder (Otaki) complained of the pot holes in the road below the Otaki bridge although he had mentioned the matter at the last two or three meetings. He had asked for the cost of reforming the road through Weraroa settlement, and wanted to know if the information was available.
The Engineer said the matter was unfortunately overlooked. Cr. Ryder also complained of the de lay in doing the asphalting at Te Horo
The Chairman said he had seen some men at work there.
Cr. Bryant (Otaki) stated that there was nothing to report at his end of the riding, but if there were any old planks available they would be useful for repairing work. Replying to Or. Broadbelt, the chair man said he had not an opportunity yet of visiting the Taungata drain, but
would do his best to go out befo? Christmas.
