FOOTBALL AMALGAMATION.
TWO UNIONS’ PROPOSALS,
The Shannon Football Club wi'li hold a meeting on Friday night to consider the proposals lor the amalgamation oi the Manawatu and Horowhewiienua Rugby Unions. These are as follow: MANAWATU PROPOSALS.
L The name of the Union shall be the Mauawatu-Horowhenua Rugby Union, and the Union shall be affiliated • with the New Zealand Rugby Union.
2. The district under the control of this Union shall comprise the counties of Manawatu, Oroua, Kiwitaa, Kairanga, Pohangina, Horowhenua and that portion of the Hutt County 1/ing 1o the north of Paekakariki Hill, together with the towns situated within the said ocunties.
3. For the purposes of these <rules the portion of the Union district comprising the counties of Manawatu, Oroua, Kiwitea, Kairanga and Pohangina shall be called the Manawatu Rugby district, and the remainder of the Union district, shall be called the Horowhenua RugbyAdistrict.
4. The control of all inter-club contests in the Horowhenua Rugby district shall be vested in the Horowhenua District Rugby Committee, which shall be elected according to the rules and shall adopt the by-laVvs now in force in the Horowhenua Rugby district.
5. The control of all inter-club contests in the Manawatu Rugby district shall be vested in the Manawatu District Rugby Committee, which, shall he elected according to the rules and shall adopt the by-laws now In force in the Manawatu Rugby district.
6. The funds of the Union shall comprise the sum of £SOO now standing to the credit of the Manawatu Rugby Union, and of the nett proceeds of all representative matches (wherever played), and of alt inter-club matches conducted by the Manawatu District
Rugby Committee. 7. The Horowhenua District Rugby Committee shall not be called upon to
contribute any amount towards the funds of the Union, and shall have theright to retain the proceeds of all | inter-club matches and other matches conducted by the said committee in accordance with these rules. 8. In addition io controlling all in-ter-club matches, the Horowhenua District Rugby Committee shall have the right to arrange matches (hereinafter’
called “district matches”) between the Horowhenua Rugby district,‘the Rangitikei Sub-Union and the Bush Union, foe the Bebbington Cup as at present, provided. always that should the Horowhenua District Rugby Committee arrange a district match upon any day when the Union is playing a representative match, then the Union shall have first call upon the services of any players inquired for the re--1 presentative match. !). The affairs of the Union shall he controlled by the officers, and Management Committee appointed in accord-, ance with rule 10. 10. The officers of the. Union shall consist of the officers and Management Committee for the time being of the Manawatu District Rugby Committee, Together with two vice-presidents and Three , members of the Management Committee to- be appointed in the Hoiowhenuu ■ District Rugby Committee. 11. The headquarters of the Union snail be at Palmerston North, where ail meetings shall be held unless 0 uitr wise arranged. 12. There shall be two selectors lor all representative teams, one to be appointed by each District Committee, and auy dispute between the selectors shall be settled by the Management Committee.
n. Representative matches shall be played in the proportion of two in the Manawatu Rugby district, to one in the Horowhenua Rugby district.
14. In each year the winners of the inter-club competition in the Horowhenua Rugby district shall play a final match with the winners of the inter-
club competition in the Manawatu Rugby district for a trophy to he provided by tire Union. Such final match shall be played in the Manawatu Rugby district in alternate years. AH final matches shall he under the control of the Union, which shall take all gate proceeds and pay all expenses, including the travelling expenses of the players taking part. 15. The colours of the Union shall be green and white hooped jerseys and white knickers.
16. The Union’s delegates to the New Zealand Rugby Union shall be appointed by the Manawatu District Rugby Union in proportion to the number of teams affiliated to the Union in the
respective districts. HOROWHENUA PROPOSALS. 1. The name of the Union shall he Hie Manavvatu-Hordwhenua • Rugby Union. The district under the control of this Union shall comprise the counties of Manawatu, Oroiia, Kiwitea, Kalranga, Pohangina, Horowhenua and that, portion of the Hutt. County lying to the north of Paekakariki Hill, to-
gether with the towns situated within the said counties. 3. For the purposes of these rules the portion of the Union district comprising the counties of Manawatu, Oroua, Kiwitea, Kairanga and Pohangina, shall be called the Manawatu Rugby district, and the remainder of the Union district shall be called the Horowhenua. Rugby district.
4. The control of all other interclub contests in the Horowhenu Rugby district shall be vested in the Horowhenua District Rugby Committee, which shall be . elected according to the rules and shall adopt, the by-laws club contests in the Horowhenua Rugby Union. 5. The control of all inter-club contests in the Manawatu Rugby district
shall be vested in the Manawatu Rugby Committee, which shall be elected according to the rules, and shall adopt the by-laws in force in the Manawatiy Rugby Union. 6.The funds of the Union shall comprise the credit balances of the Manawatu and Horowhenua Unions at the end- of the present financial year, 1322, after each Union has paid all its lawful liabilities, and shall have one
banking account, and the district committees shall each work on an imprest account.
7. 'ln addition to controlling all in-ter-club matches, the Horowhenua District Rugby Committee: shall have the right to arrange matches (hereinafter called “district matches”) between the HoroWhenna Rugby district, Rangitikei Sub-Union and the Bush Union, for the Bebbington Cup as at present, provided always that should the Horowhenua District Rugby Commit!ee arrange a. district match on any day when the Union is playing a. representative match, then the Union shall have first call upon the services oi the players required i'or the representative match.
B.The affairs of the Union shall be controlled by the Management Committee, appointed in accordance with rule 10.
9. The Management Committee of the combined Unions shall consist of seven officers, four of whom shall be appointed by the Manawatu District Committee, and three to he appointed by the Horowhena District Committee.
10. The headquarters of the Union shall he. at Palmerston North, and the meetings shall be- held alternately at Palmerston and Levin.
11. There shall be two selectors for all representative teams, one to be appointed by each district committee, and disputes between the selectors shall be settled by the Management Committee.

Tliie foregoing rules may be altered, repealed, or new rules adopted by a two-thirds majority vote of the Management Committee .provided notice of such amendment or addition together with the* name of the proposer and seconder, be given in writ-
ing to bile honorary secretary of the Union seven days before' the commitj toe. meeting, and notice thereof to be sent to the secretaries of the two district committees at least five days be-* fore the bolding of.the meeting. 17. The Management Committee shall ■ bo given complete control of the affairs of the com bin fd Union. 1 18.-should a member of the Management Committee be unable to attend a meeting, he may appoint some member of his district committee to act in his stead, such written appointment, to be banded to the honorary secretary before the commencement of the meeting.
