UNION bECIDES THE LOCATION

Tlie question oi the location of rep. snatches was before the, Horowhenua liugby Union on Tuesday. Mr E. J. Nam presided, and members present were Messrs. W. Thomson, jv. W. Percy, W. Bevan, L. Dixon, M. Winiata F. Whibley and L.'S. Carmichael. I The matter arose when the Wairarapa Union suggested August 23 as the date of the, match with Horowhenua at Levin.

Mr Whibley then asked .the meeting to deal with his notice ol motion to rescind a former resolution that ali rep. matches be played in Levin this season.

Mr Thomson asked what was the position as regards the motion passed by the special general meeting last week re the location 01 rep. matches. That motion was ultra vires, as it required a two-third majority to carry it. The Chairman: I take it that the delegates have got no confidence in the Union:

Mr Whibley: One thing it can do is to resign. , The Chairman: It would not take me two minutes to do that. /

Mr Dixon said there was no rule by which, the Union should take directions from delegates. > Mr Thomson said rule 18 gave, the Union power to arrange rep. matches. The rule was: “The Management Committee shall have power to arrange all inter-Union matches, and such matches as they think desirable." That being tihe case, this rule required notice of motion to be rescinded, and required to be carried by a two-thirds majority before the motion carried by the delegates’ meeting could he acted on. If the Man- i ag'ement Committee considers it can run the Union irrespective of what the clubs think, then the Union must come to an end. The Union must have confidence in the clubs to gel the .clubs’ confidence in the Union.

Mr Dixon maintained that th§ Management Committee was the controlling body, and should control the Union’s business. Mr Thomson seconded Mr Whibley’s motion pro forma to allow discussion.

Mr Carmichael considered the question of the rep. matches should be dealt with at once, as. there was a rep. match on August 2 With Taranaki, ' The motion was then put and lost, Mr Whibley’s being the only vote in its favour.

Mr Whibley asked that a recoid oi tie voting be placed oil the minutes.

Mr Whibley then moved that, in accordance with the motion passed at the general meeting of delegates last week, the Taranaki match be set dowii lor Otaki on August 2. Mr Thomson asked if they were to take*notice of the motion oi the delegates’ meeting, as that , motion was ultra vires. Mr Whibley’s motion was therefore out of order.

The Chairman: If we. go to Otaki I ain satisfied we will lose money over it.

Mr / Whibley: If we are going to foster football we must look after the outside centres. Wairarapa does so.

Mr Carmichael said if the Union was in a strong position financially it would be quite right to uu mai. Mr Whibley quoted Shannon aim year, where a rep. match imu uucu a iinanpial success.

Mr Thomson their suggested playing a match elsewhere than Levin and giving it a trial.

Mr Carmichael stated to do that Mr Whibley’s rescinding motion should be carried, and the Union play the matches where it considered fit. It was decided that this be done. Mr Thomson 'then moved, Mr Percy seconded, and it was carried, that the Taranaki match be played at Shannon. The location of other rep; matches will be arranged later. .
