STRIKE PROPAGANDA IN DOMINION. A Wellington message states that at the present moment an invidious movement is in operation with the view to stirring up industrial and political strife. A circular headed “A Suggestion,” is being circulated, surreptitiously in some cases, and openly in others. It is unsigned, and there is no suggestion as to the source from which it comes. It is, however, suggested that the . I.W.W. may have something to do with it. It has been left in public places and in railway trains.

The text of the circular is as follows: ‘‘Workers. The boss has decided. What are you going to an—submit to lower wages and worse conditions or fight? The strike is our only tool. K Most of you have seen it in operation. It is a two-edged tool, but not useless, as some pretend. ‘‘The job strike'—the job strike has not been tried on a very large scale, but it has always proved its power to compel the enemy to compromise. In some cases the lock-out has resulted. Well, at its worst, it is better than the strike. You can always be ready to go back, and do the same under any terms they desire. They must produce with profit or close down, thus sinking their capital. They (the exploiters) dare not lock out large masses of people, because that would create what they most dread—a revolutionary position. Now, the job strike stops the heads from organising scabs, thereby creating friction between ourselves. When all strike on the job together, our weaker brothers, as a rule, follow the militant ones, thus presenting a fairly solid front to the enemy. Think it out, friend. It concerns you.”
