HOROWHENUA COUNTY COUNCIL.
FEBRUARY MEETING,
The monthly meeting of the Horowhenua County Council was held on Saturday. Cr. G. A. Monk (chairman; presided, and others present were: Crs. A. it. Knox, S. A. Broadbeit. c. I. Harkness, J. McLeavey, H. Barher, J. R. White, F. J. Ryder and H. G Bryant.
INSANITARY PREMISES
Ur. Fmdlay, oi die Department .d Health, wrote stating that an officer of the Department had reported that a nuisance existed, owing to insanitary pig stys on premises in Queen Street, Levin, and the Council was required to call upon the owners ,pf the pro perty to have certain necessary alterations carried out in order to abate the nuisance. 4 similar communication was leceived l'rom the Department in refer ence to-premises on the main Ihaka'a road occupied by a Koputaroa resident. In this instance, also. the nuis- * ance was caused by insanitary stys, and the steps to be taken to abate this were pointed out ior the guidance of the Council in enforcing improvements. Mr C. 4. Loughnan, of Palmerston
North, wrote in acquiesence of the request made by the Health Department through the Council that he carry out certain concreting and other work on his dairy farm at Makerua. All three matters were taken together.
The chairman said Mr Louglman’s case appeared to be satisfactory. Cr. Broadbeit staled lliat the occupants of the Queen Street property were tenants of the Dairy Company, and their tenancy regarding the cornplaint made was not satisfactory, but the company would do its best to have an improvement made. Cr. Harkness said the suggestin' that pipes he used instead of an open race for conveying the milk to die stys might he more unsatisfactory than the present metiml, as tiier: was a tendency for milk products to block in the pipes. Cr. Broadbeit said lie thought so too. The present arrangement would be satisfactory if looked alter. The company would do its best in tbe matter to get some improvement made. Regarding tlie case on the Ihakara
Road, it was decided that the occupier be written to with a request that the improvements suggested by tbe Department be carried out. REACH ROAD SIGNPOST.
The Levin Borough Council wrote stating that on the instigation 01, 'be Chamber 0/ Commerce, it bad decided to Consider favourably ejecting a. signpost at. the corner of tbe County and Beach Roads, Weraroa, for the guidance of traffic to Levin and Wellington (distances to be shown) on condition that the County Council bore half of the expense. Cr. McLeavey asked whal would be
the cost. The Engineer said the amount ol printing proposed would cost a good deal.
The chairman said some oi' the printing could he dispensed wtih. *i the Hirection to the i-iokio Heaclnand Central Development Farm were shown on the board it should be sufficient.
On Cr. MeLeavey’s motion. it # was decided that the county pay ball' eost of the post, with the directions as suggested by the chairman. LINDSAY ROAD BRIDGE.
A request was received from three ratepayers—Messrs. VY. 11. Tubman, Best and Park and 1,. G. McDonald—that the bridge at the end of Lindsay 's Road leading to land known as Mairua be repaired. Cr. McLeavey said it was an old private..bridge, but now the Conned had taken the road over it was t responsible for the bridge. It was in a very bad state. . The Engineer stated that £l6O would be required to renew the bridge, though for £2O or £3O it could bo made serviceable for two or three vears.
The chairman considered dial in the meantime at least tlie tat! or scheme was,the more desirable, and the engineer was instructed to act accordingly. DRAINAGE AT CREAMERY.
The Levin Co-operative Dairy Company wrote regarding the slate of the drainage at their Heather] ea creamery. The cause of the complaint had been removed, and it was hoped it would not now be necessary to carry out the recommendations of the Health Officer in regard to the installing of a save well. The chairman stated that that appeared satisfactory, and no furttber action was necessary. CLEANING THE HOKIO.
Cr. McLeavey reported that in company with the members of the Lake Domain Board and the Engineer, he had inspected the outlet to the Hokio stream. It was not so bad, and would take less expenditure to clean out than was expected. The Lake Domain Board was not in a position to do anything to assist. The Lake was going down rapidly owing to the dry weather. The chairman: The Board will be
wanting the Council to raise theYevVl next. Cr.. Broadbeit''asked the Engineer'll the cleaning out qi the stream from the footbridge to the lake would not be sufficient. The Engineer said yes. if they went about a chain above the bridge and cleaned up to the lake it wouid give them plenty of ialL He believed the Maoris were now agreeable to iiaving the stream cleaned out. On the motion of Cr. Broadbeit, the Engineer was authorised to expend opto £lO in clearing obstructions out oi the Hokio stream so as to lower the level of the lake. MOTIONS. Cr. Broadbeit moved, and it was carried, that the Council cannot give exemption to portion of Piaka Road remaining a 50-link road, and requests that the fence boundary be set back the required distance, ;'»0 links, Iron; the centre of the road. On the motion of Cr. Barber, it was decided that the necessary steps be taken to raise a loan of £OOO for the purpose of reforming and metalling a portion of. the Pretoria Road. It was decided, on the motion el the chairman, seconded by Cr. Whyte, to accept the transfer by way of dedication for a public road a portion d 2t: arid 2A7, area 31.27 perches, -md 11--,;,I 1 --,;, the transfer be signed by the charman and Cr. Broadbeit, and the seal of the Council be at i ached. On the motion of Cr. Ryder, seconded by Cr. Bryant, it was decided to purchase a 21h.p. portable engine to be set up and put in working order at the pit at Weraroa at a cost ot £495.
