HOROWHENUA COUNTY COUNCIL.
At the November meeting of the Horowhenua County Council, the Engineer (Mr W. N. Anderson) reported on the bad condition of the WaikawaIvuku water races, and the danger of there being a shortage of water on farms depending on this supply during the coming dry season. The Council decided'that the Councillors interested, together with the engineer, meet the settlers and, sec what could be done.
The engineer reported further to Saturday's meeting as follows: During the period I again visited the intake of the above races, this time in company with Councillors McLeavey, Bryant and Ryder and several of the interested settlers. It was agreed to raise a loan of £4OO to put this race system in proper order. The only difficulty is in the raising of a loan in time to have the work put in hand so that the settlers might be bonefitted by the full supply of water during' the dry months.' ’
Or. McLeavey stated that at the meeting referred to it had been decided by the settlers to send a deputation to the next Council meeting, to lay their position before the Council. Mr H. Bowling was present for that purpose. Mr Bowling said the only way to improve the present conditions was to widen the intake and repair flumings, so that the settlers could get the water light away. The Chairman (Or. Monk) pointed out that the engineer estimated that an expenditure of £4OO was necessary, but the trouble was the County had not that sum for expenditure at present, and suggested that the settlers should assist by paying their year’s rates now. That would be a help. Perhaps the settlers could lend a sum of money till the loan money of £4OO came to hand. Mr Bowling said he thought that a sum of £IOO. might be borrowed for a term of three months.

Or. McLeavey asked the engineer if £loo'would be a-kelp at the presont time?
The engineer said it would be of assistance certainly, it would do up till Christmas, provided payment of the pipes was allowed to stand over till af* ter New Year.
. Cr. .Ryder: The position of the Kulcu drains is simply deplorable. The Chairman: Yes we know that. He suggested if Mr Bonding would "get the settlers to sign the consent to the loan, the Council would do its best by going on with the work right away. Mi Bowling said he would accept the suggestion, and endeavour to get the signatures at once.
