HOROWHENUA COUNTY COUNCIL.

The monthly meeting of the County J Council on Saturday was attended byj Crs. G. A. Monk (chairman), F. .1. Ryder, H. G. Bryant, R. Knox, S. A. T Broadbelt, C. I. Harkness, 3. McLeavey, H. Barber and J. R. Whyte. WATER FOR OHAU. Messrs. F. S. Easton, Deacon Bros., and L. W. Jefferies,, Ohau, made application for a special loan of £3OO for the purpose of having water run through their farms under the scheme approved by the C6unty Engineer. The writers stated that their farms were badly watered, and even during the I late dry weather the stock was very short. Between 80, and 90 cows would be milked on their properties this summer. The chairman said what the application really meant was to form a special rating district for the purpose of raising the necessary loan. On the motion of Crs. McLeavey and Harkness it. was decided to take steps to raise a loan of £3OO. SOLDIERS’ RATES. Mr W. H. Field, M.P., wrote acknowledging the Council’s letter re rates on soldier settlement farms, together with circular from the Eketahuna County Council on the same matter. It was quite unfair, Mr Field said, that local bodies should be asked to suffer losses in this Way. He had already written the Minister of Lands on the subject.— Received.

Mr J. A. Nash, M.P., wrote stating the Council recently granted his son the lease of a portion of the roadway in’Tokomaru Valley. It was now.desired to erect a woolshed on this lease, but the right, of removal of the building was requested in event of the termination of the lease.—Granted. IHAKARA HALL APPROACH. .MrF. M. Dew, hon. secretary-of the Ihakara Farmers’ League, wrote asking for a better approkch to the Ihakara Hall, the present one being any T thing but suitable. The chairman said,, the request seemed a reasonable one.

Cr. Rroadbelt said the worst, trouble was the drain running down past the hall. Probably par-t of it could be piped. The matter was left in the hands, of Cr. Broadbelt and the Engineer, with power to' act, AN! OHAU ROAD.

, Cr. Harkness said the road was an unusued one, with a- water race across it. He .thought, it Would be ai good idea for 'the Council to get a, little revenue from such unused roams in different parts of the county by letting them: He moved that the application be granted. Cr: McLeavey said there may be some objection to the application, as stock was taken through that route sometimes, and a gate would therefore £>e required at both, ends. Cr. Broadbelt said it should be ascertained that there were no objections before granting such an; application, otherwise Mrs Mudgway would be put to expense for nothing. The* application was left in the hand's of the riding membfers to report to next, meeting. The Public Work's Department forwarded by-laws to'regulate traffic in future on the upper portion of the Tokomaru Valley Road.—-Received. ACCOUNTS;. The-monthly accounts amounting to £llO2 2s 6d were passed for payment.. GRAVELLING LINDSAY ROAD. The State Advances Office stated that the Council’s loan of . £9OO for metalling Lindsay Road was granted—" Received, the debenture to be; signed accordingly. A deputation of seven residents from Lindsay Road waited on the Council in regard to the metalling work, and also suggested that 'the road should be widened. ■ , _ The chairman stated that money would be an obstacle no longer. The loan for the gravellirig had been granted, and the contract, let. Mr Rolston, sen., pointed out that the road should be widened by at. least two feet, s£> that two. carts would be able to pass. • The chairman: What you want is , the metal put on as Soon as possible?

Mr Rolston: Yes, but the rbad should be widened first.

The Engineer said the road was the regulation width, but he agreed that on the flat it .should be widened, and it could be easily done with the grader. It was decided that the Engineer look into the request, made and see what could be done.

APPLICATION FOR WATER SERVICE Messrs. J. Cameron and A. C. Holms, Tiro -Tiro Road, Levin, applied on behalf of themselves and other ratepayers, to be connected with the borough high pressure water supply system. If all "the property owners on the southwest side'.of Tiro Tiro Road between Queen Street and Mako Make Road were willing to be rated for the ptir-

pose, then, the required connection connection could 1 be made with the Queen Street pipe line,'but - on the other hand it would be necessary m connect with that in Mako Mako Road, as those ratepayers known to be specially concerned had their properties withinj about 20 chains of the racecourse corner. In. view of the possibility of a larger service being required to meet Racing Club and other extensions south of the corner, it would be well, perhaps, to discuss with the borough authorities the extending oi the main Mako Mako Road pipe line to the racecourse corner, at which

They asked to be advised us m necessary procedure and probable cost of the alternative'schemes. j The Engineer was instructed tu port to next meeting on the matter. MAIN RACE DEVIATION. The Levin Borough Council wrote that its representatives would meet the' county members appointed for (the purpose - oL discussing the allocation of co£t of the main race deviation. In regard to the Raising of the loan for the work, the Clerk detailed the steps" - he had taken. He had pointed out to the Department that the whole water race system was endangered, and it was decided to make a deviation not far from the intake at a cost of £7OO. The Education, Lands and Agricultural Departments were vitally concerned in the water-race system, 'and together had promised to contrive £2OO to the scheme. The Council was desirous of borrowing the balance of £SOO required as a special loan * secured by a special rate over the water supply district. The Council was advised that section 37 of “The Water Supply Act, 1908,” applied to this instance. The Council therefore asked the necessary consent to borrow, and the Board to consider the loan in due course.

The action of the Clerk was approved.

Cr t McLeavey’s action in accepting, on behalf of the Wiroinko members, the tender of McPherson and Vaughan of £399 15s for the cut in the deviation of the water-race at-the upper end was confirmed, on the motion of Crs. Harkness and Broadbelt. RESOLUTIONS. On the motion of the chairman, seconded by Cr. Harkness, it Was decided that, the seal of the Council he attached to a memorandum of transfer to George Banks of the vyorked-out gravel pit- Weraroa, and that. Crs. Broadbelt-, McLeavey and the County Clerk sign the transfer. ENGINEER’S REPORT. The Engineer reported: The grading in the Tokomaru Riding has been completed in the meantime, and a start will he made with the patching of the roads in this riding during the month. Tn the Wifokino rising a quantity of metal has been used to patch the roads in tjie northern end, and the roller and plant is at present re-form-ing the main road from the borough borough to Ohau. After this work is completed I propose 'to scarify and reroll the part, of the mam road to the north of the borough. Teams are at present engaged in metalling approximately 12 chains of the Kawiu-Foxton Road, after which they will proceed to the Soldiers’ Settlement Road, Kukq, where a fairly large quantity of metal will be required.

During the last period a new 28ft span bridge with concrete abutments has been erected on the Hokio Beach Road.

Cr. Whyte stated that the grading of the roads in Tokomaru Riding had been beneficial, and the road across the Makerua flat was now one of the best in the county. He believed that a. contract let in Tokomaru Valley was not being gone on with, but Messrs. Nash,and Roberts had expressed their willingness to complete the work if desired.

Cr. Harkness expressed pleasure that the work on Ohau East Road .was going on so well, also other works in the riding.
