HOROWHENUA COUNTY COUNCIL.
JUNE MEETING. The monthly meeting was held on Saturday morning and was attended by Crs G. A. Monk (chairman), J. RWhyte, C. I. Harkness, H. G. Bryant, S. A. Broadbelt, H. Barber, A. R. Knox and F.J. Ryder. CORRESPONDENCE. The Department of Health forwarded a copy of the regulations under the Health Act, 1920, dealing with the registration by local authorities of lodging and eating houses and other trades. —Received. Mr Field also wrote with reference to the deviation of Ngarara road, of which plan was enclosed. He wished to know if the old road was closed and whether it was vested in till owners of the land through which it passes. Mr Field inquired concerning the Beach road at Waikanae where it reached the sea. Some years ago a drift of sand had rendered the road in the vicinity impracticable as a road 9ine, and h deviation was agreed to. He was now anxious to fence the true roadline, but was unable to get the particulars of same. Referred to chairman and engineer to report to next, meeting.
Mr J. Horne, Ihakara, made application for two culverts to improve access to his property in Wallace road deviation.—Referred to Cr Broadbelt and the Engineer. Mr W. J. Close stated that he intended carting logs on the Foxton road and. he asked for permission to erect skids on the ro'adsjde— Referred to members for riding and the engineer with power to act. Mr W. Whiley, Muhunoa West, wrote stating that the Chinamen in Muhunoa West road had erected a bank for a distance of 15 chains which threw the floodwater from the Ohau rivfer on to the writer’s property. Such overflow 1 was injurious and would be detrimental to his property as a dairying proposition. He asked that this Council meet him and discuss the matter in an amicable way.—Councillors to inspect before next meeting. ENGINEER’S REPORT Mr W. N. Anderson reported as follows:
‘ During the last period things generally have been fairly quiet, and nothing of importance has occurred to warrant anv special report. The ordinary surfacing work has been carried out in the usual manner The road plant has been shifted to the Tokomaru Riding, and a start has been made to remetal and roll the main road north of Shannon. The Shannon-Foxton main road and the Buckley Road have received a fairly liberal supply maintenance gravel. The Wirokino Riding main roads, and also part of the Otaki and Te Horo main roads, suffered very considerably by the heavy motor t-rah flc to and from the Otaki races on the 3rd and 4th of this month, but' teams are now at work repairing this, damage. Several'of the district roads * are in need of maintenance, which ; will he put ;in hand whenever work on the main roads is completed. I must again draw your attention to Gladstone and Tararua roads. I reported recently that If traffic did not cease on these roads they would soon become impassable for ordinary traf flc. This has now practically come tc pass, and unless steps are immedi* ately taken the Council will be put to a very heavy expenditure to put this road in anything like fair order. Contracts,—Lindsay Road and Ka-wiu-Foxton Road have not been Anally inspected and passed. Also the fencing contract on the Kawiu-Fox-ton Road. A start has been made with the work on the Ohau East Road, but absolutely no progress has been made with the work of the Tokomaru Valley Road, no work having been done on this road for more than two. months. It is .my intention during the month to call for tenders for the supply and delivery of maintenance gravel for various roads throughout the county.
Re erosion occurring in main water race: T reported on this danger at last meeting, and after going more fully into this question I now submit three alternative estimates for the proposed work. No. 1, iron pipe fluming, £1552 15s; No. 2, concrete pipe fluming, £953 10s; No. 3, earthwork (new cut), £520. The first and second schemes I consider too costly, and do not think would be satisfactory. No. 3 I would recommend. The above price for this
scheme includes the purchase of two acres of land.
Cr. Whyte (Tokomaru) stated thathej had occasion to pass over the; Shannon-Foxton Road last week, and found it in good order. He could not. say the same of the Makerua Road, but rain had come on' after the scarifier had been over the road, and traffic had cut it up.
Cr. Broadbelt (Wirokino) stated that the roads in Wirokino were breaking up, and wanted attention. He was glad something was to be don to improve the condition of the main water race. The speaker also referred to the state of the Koputaroa creek. It was choked with weed, and the settlers should be made to clear it out.
Cr. Ryder said he did not know if the chairman had noticed it, but the verandah posts in front of a shop at Te Horo were in the centre of the path.
The chairman stated if that was the case ,it would have to be remedied. The path had apparently been formed: after the verandah had 'been built. Cr Knox reported that, a culvert near Mr faylor’s at Hautere Crossing .was in a dangerous condition, and wanted attention as soon as possible.
The engineer’s report was adopted, and it was decided that steps be taken to’ raise a loan to get the necessary work done at the head water race by special rate on water rating district, the Government to be approached for a contribution out of consideration of water used by State . institutions, tral Development Farms. GENERAL. Tli chairman moved, and it was carried, that provided the county solicitor states that the transfer is in order, authority be given to the treasurer to arrange for payment for the land taken for the Kawiu-Foxton Road, full particulars to be furnished to the Council at next meeting. On the motion of Cr. Whyte, seconded by Cr. Barber, and carried, the slaughterhouse license applied for by J. Howard was granted, subject to the necessary approval of the Department controlling such licensed slaughterhouses.
Cr Broadbelt moved, and it was carried, that all settlers adjoining the banks of the Koputaroa stream from Tavistock bridge to the Manawatu River be given notice to clean the weed out of the stream adjacent to their respective properties. ■
The committee appointed reported favourably on the application of A. Mark for a slaughtering license.
