[Received Nov. 24,1883,12.40 p.m.J Abandoning Soudan. Caieo, Nov. 23. It has transpired that Sir Evelyn Baring, tho British Consul-General in Egypt, has made a recommendation to tho Egyptian Government that Soudan should bo abandoned, and that further hostilities should not be proceeded with. More Reinforcements. Paris, Nov. 23. Several additional transports are being equipped at Toulon for the conveyance of further reinforcements of French troops to Tonquin. Another ConservativeLondon, Nov. 23. A vacancy having occurred in tho representation of York city, in the House of Commons, an election took place yesterday, and resulted in the return of Mr Milner, a Conservative, who defeated Mr Lockwood, the Liberal candidate, but only by a narrow majority.
