Duolero, the new Premier, set forth the Ministerial programme withreference to the state of affairs in the East. M. Duclerc announced that the Government were resolved to pursue a policy of inactivity and peace, unless a farther development of the situation should render a change of policy necessary. Tripoli is quiet. 2 p.m. Arabi has formed an entrenched camp on the banks of Lake Menzaloh and has been reinforced there. The Turkish troops for Egypt wait at Rhodes, near Crete, in the JSgcan Sea, pending the the decision of the Conference, on the objection which has been raised to the apparent exercise by the British Government of supreme power and control in Egypt.
