[By Telegraph.] (Per Te Anau via Russell.) London, March 13. Tile second of the measures introduced by Government for the preservation of peace and security of property in Ireland, and a Bill to prohibit carry, ing arms except under license, passed their final stages in the House of Com mons, and were transmitted to the House of Lords for their concurrence.
The excitement over the arrests in Ireland is decreasing. No further arrests are reported since yesterday. The American leaders of the Laud League movement are less demonstrative. March 13. One of the seats for Coventry having become vacant, an election has taken place. The election was hotly contested. Although at the general election this constituency returned two Liberal members, a Tory candidate in the present contest obtained a majority of votes, and has been declared elected. March 15. A general impression prevails that the death of Alexander 11. will force a speedy solution of the Eastern question.
