The Porte has sent a circular note to its representatives abroad requesting them to propose to the Powers that the latter should send delegates to a Conference at Stamboul to negotiate for the settlement of the Greek frontier question. The Porte desires that the Con. ference should be held in lieu of arbi-. tration, as proposed by the Powers.
