Russia and China Fraternising. News has been received that the negotiations which had been proceeding at Pekinjbetween M. Uuttzow, the Russian Minister, and the Chinese Government, for the settlement of questions in dispute in regard to the Kuldja territory, are progressing satisfactorily. The deliberations of the Russian and Chinese delegates have assumed a most peaceful phase, and it is considered that there is every prospect of a complete understanding being arrived at by the two countries. A Caution to Stevedores. The barque Melanesia, 1221 tons, which left Port Piric, South Australia, on September 2d, for England, has put into Pernambuco, to relit, and for restowage of her cargo, which had badly shifted. Owing to the danger she was in, part of her cargo was thrown overboard before reaching Pernambuco.
