The farmers’ Jab irers in Ireland recently commencul an agitation against the tenant farmers, and declared them worse than the landlords. Barnell sought to appease the laborers by promising them a share of the grass lands of Ireland so soon as the Land League succeeded in abolishing landlordism. The land officers of the Crown are engaged preparing informations to be filed against the office-bearers and prominent member of the Land League. The State trials of 1843 when the leaders of the rebel movement were indicted, will serve as a model for the prosecutions. Mr Forster has written a letter stating that though the first duty of the Government is to protect life and property, protection should be afforded without prejudice to the safeguards of personal liberty, and exceptional legislation on the land question should not be resorted to until the resources of the constitutional powers had been exhausted. A reward of £2OO is offered for the apprehension and conviction of the persons who placed a packet of dynamite along the North-Western Railway on the 12th September, The advertisement gives a de-cription of the person who procured a similar substance on the 2nd September, and the facsimile of his writing. An inquiry is proceeding before the Election Commissioners at Chester, Naresborough, Canterbury, Oxford, Gloucester, and Boston. It is expected there will be evidence proving the grossest and most widespread bribery and corruption at those places during the last election. Conservatives and Liberals are said to be equally guilty. A meeting of the Farmers’ Alliance was held at London under the presidency of James Howard, M.B.C. ,whena resolution was passed requesting the Government to deal immediately with Ihe land question, and recommending the Legislature to secure tenants their outlay for improvements. Also the abolition of the laws of distress for rent. A Shanghai letter to the “Times 1 ’ says that the Russian armaments arc steadily increasing, and troops are concentrating with a view to a possible rupture between Russia and China. The Russians have an enormous force in the Pacific waters, and next Spring they would be able, if negociations failed 3to present an ultimatum to China. Bomhay, Oct. 20. Candahar will be held by troops during the coming Winter. The Government intends to withdraw when this can be done with some security for the peace of Afghanistan on our departure. Ayoub Khan would assuredly endeavour to establish himself there, and consequently would come into collision with the Ameer, and, in the event of a defeat of the latter, interference would again be necessitated.
