News has been received that a hitch has occurred in the negotiations which were opened at Cetigno between the delegates of the Powers and Turkey, for the cession of Dulcigno, The Turkish delegates demand that the statu quo shall be maintained as regards the territory east of Scutaria, which is required to be ceded to Montenegro. In consepuence of this action the sincerity of the Porte’s offer to arrange a settlement of the Montenegrin difficulty is generally doubted. IMCore Tinsel London, Oct. 20.
