[By Tiaiooiui'ii.] [Per llotomahana from Sydney.] London, Sept. 11. The autumn niameuvres of the Herman militia were carried out on a scale of unusual magnificence. The display was a brilliant and imposing one, and the movements attracted a considerable amount of attention. Something in the nature of a menace to France is implied by the extraordinary efforts made by the Herman military authorities to display their war resources. Sept. Id. The news of the disastrous defeat indicted on Ayoub Khan’s forces near Candahar by (leneral Huberts has had a most demoralising effect upon the lleratecs. The population have broken out in open insurrection and murdered the Acting-Governor who had been appointed by Ayoub Khan to administer the affairs of the city during his absence on the campaign. The Sultan of Turkey has dismissed tlio Ministers forming l\is Cabinet, and appointed a now Ministry, with Said Pasha as Premier.
Sept. If. .Negotiations with the Basnto chief have been quite fruitless. The Jjasutos are intensely indignant at the ungenerous treatment which they allege they have received at the hands of the Capo Government, and lighting is inevitable. Ihc British troops are being rapidly pushed forward into Basutoland. Sept. 15. "With a view to bringing about a cessation of hostilities between Russia and China, negotiations have been opened between the Governments of the two countries. It has been found, however, impossible to come to an understanding in respect to the disputed territory of Kuldja, and negotiations have been abandoned. The war will therefore be continued.
The Montenegrin authorities, being dissatislied at the temporising and delay in regard to the cession of the city of Uulcigno and intervening territory, have resolved to enforce their claim. An armed force, numbering several thousand Montenegrin soldiers, has accordingly been despatched to Dulcigno, to take possession of it, and accomplish the
work of annexation as sanctioned by the Conference of Powers, and agreed to by the Porte.
