THE SULTAN THREATENED. BRITISH OPINION ON VICTORIAN REFORM. AN ENGLISH SHIP ATTACKED BY A PADS. MURDER OF THE CAPTAIN AND CHIEF OFFICER. MUTINY OF TURKISH SOLDIERS. The Turkish Government has decided to oppose the carrying out of the decision of the European Powers, and is sending reinforcements to such points of her territory as are most exposed to the attack of hostile forces. Six transports couveyingltroops, ammunition, and artillery have been despatched to aid the defence of Salouica, one of the most important seaport cities of Turkey. Orders have also been issued for the Sola aud Provsa redoubts at the port of (J allipoli to he repaired, aud the necessary works arc being proceeded with. A terrible catastrophe occurred yesterday at Eisca collieiy, South Wales, owing to an explosion of lire damp. There were a large number of men engaged in the mine at the time, and it has been ascertained that over 130 persons perished. The interesting ceremony of presenting the Zulu war medals to the troops engaged in Unit campaign took place yesterday iu the presence of the chief military authorities, aud an immense number of spectators. The harvest prospects are unsatisfactory. The weather recently, has been very unfavorable, and the heavy continuous rains that have fallen have seriously damaged the crops. Thu sittings of the French Chamber of Deputies have been brought to a conclusion. Gambctta yesterday formally closed the sittings.

The excitement in Paris in consequence of the expulsion of religious orders, and the agitation arising from Communistic celebrations, held in connection with the recent amnesty is subsiding. The authorities took precautions to prevent any outbreak, and by latest accounts Paris was orderly.

A scheme has been put forward by the Sultan for the re-organisation of the Jinances of Turkey, the condition of which has of late occasioned a good deal of anxiety. The Porte has engaged a number of financiers for the purpose of giving effect to the proposals. July 17.

Mr Goschcn has presented the Sultan with a collective note signed by the Powers, conveying the decision arrived at by the late Conference at Berlin. Intimation was given that the subject will receive attention. The Great Powers have addressed a collective note to Greece, embodying the recommendations of the late Conference on the Berlin treaty, in reference to the rectification of the Greek frontier. The Government at Athens have promptly replied, and expressed their willingness to accept proposals contained in the document, and to

afford every assistance in arriving at an amicable arrangement with the Porte. The evasive and procrastinating policy o£ the Sultan, has induced France and Itaty to join England in bringing increased pressure to bear, in order to coerce the Porte in carrying out the stipulations of the Berlin Treaty regarding international reform, and the cession of disputed territory to (Ireece and Montenegro. It has been arranged to combine in making a naval demonstration before Constantinople, and Germany after sonic hesitation lias consented to co-operate. July 19. The Porte having determined on a naval expedition against Greece, has decided to appoint Hobart Pasha, an English officer who has organised the Turkish navy, to the command. Hobart Pasha, however, has flatly refused to command any attack upon Greece, as such an expedition would probably bring him into conilict with the navy of his own country. The anarchy existing in Asia Minor is exciting grave alarm. At Adana, an important city in Asiatic Turkey, serious disturbances have occurred. A British man-of-war has been despatched from from Cyprus to protect the lives and interests of the foreign population. The King of Greece, after visiting Paris and London, proceeded to Copenhagen to meet his father, the King of Denmark. The King .of .Sweden is also on a visit to that Court, and a conference has been held between the three monarchs. The object has not transpired, hut it is surmised that the end in view is to arrange some concerted action between the smaller slates in European matters affecting their general welfare. Intelligence has been received from Canada of an accident which happened to Prince Leopold, who is now on a tour through the Dominion. Ho was out on a fishing excursion, when he accidentally injured his ankle, so severely that ho will be unable to prosecute his journey for some weeks'
