TIMARU BOROUGH COUNCIL.
The ordinary fortnightly meeting of this Council took place last evening. Present —His Worship the Mayor and Councillors Gibson, Shepherd, Ross, Bruce, Sherratt, Jackson, and Jones. CORRESFOXDEXCE Was read—From Councillor Greenup, apologising for his absence on account of ill-health. From several parishioners regretting their inability to pay their rates. It was resolved that the payment of rates in these exceptional cases be remitted. From a number of residents in Brown street asking that the concrete sewer in that street might be continued and extended. Also that the road might he formed in certain places with a view to the filling up of stagnant pools, &c. Referred to the Works Committee. From Mr Thos. Machin, applying on behalf of MrT. B. Jones for a modifition of the building regulations. It was resolved to grant the application, subject to the approval of the foreman of works. A second application of a similar kind on behalf of Mr Hibbard was held over for consideration. AI’I'UCATIOX TO TRANSFER. It was resolved, with reference to an application of the above nature—“ That the application of Mr W. Ackland to transfer municipal reserve section, ■No. 2G7, to Mr Daniel McGuinncss, be granted.” FOREMAN OF WORK’S RETORT. The Foreman of Work’s report was road and adopted, and it was resolved—- “ That the Foreman of Works he instructed to prepare plans and specifications for the different works recommended in the report, and that the same he submitted to the Council at its next meeting.” THE WATER FITES TESTIXG. The report of Mr John Young was read, re the testing of the water pipes, for the week ending June 2G. It stated that 599 had been passed during the week. A letter was read from Air Lc Cron, on behalf of Mr Mills, contractor, stating that more pipes were found to be broken on being tested than were found to he defective on the beach, and suggesting that some had received injury in _ removal to the reserve, and possibly through being tested in frosty weather. He suggested that the Council should bear half the expense of cutting the defective ones. It was resolved to decline contributing to the expense of cutting the pipes. FIXAXCE, A statement of accounts was read which showed that the debit balance at the Bunk of New Zealand that day was £432 Is 7d. An estimate of receipts and expendito March 31 next was presented by the Finance Committee. The estimated receipts wore £4679 11s lid, and the estimated expenditure, £I67G Is sd, together with Bank overdraft and interest, £2300, leaving a credit balance of £703 10s 6d. The statement of Waterworks Loan Account, made up to June 25, was,— Dr.—Overdraft at Bank of New Zealand,
£5255 ; interest due on the same to date, £lll 8s Gd ; due to Borough Fund General Account, with interest added, £IBG6 9s 5d ; order on London in favor of E. Mills, with interest, £12,589 17s 5d ; total, £19,822 15s Bd. The Finance Committee in their report made the following recommendations :—■
“That the Mayor and Councillor Gibson be authorised to arrange with the Bank, iirst to take up the short-dated debentures of £SOOO ; second, to pay olf the overdraft on Waterworks account of £255, and also to transfer £IB6G 9s 5d from the Waterworks account to the general account, the amount being due to the general account from the Waterworks account.”
“ The Committee recommend the Council to make the general rate and the special rate to cover interest on the Waterworks loan in May next, and to collect both in two equal sums halfyearly, in May and November in each year.” The report was adopted by resolution. Accounts to the amount of £53 11s 9d, £45 9s 8d on general, and £8 2s Id on Waterworks account, wore passed for payment. The Council then went into Committee on matters connected with the the Waterworks, when the following resolutions were carried —“ That clauses 51 and 52 of by-law No. 1 be suspended in order to expedite business relative to the Waterworks.” “That the advertisement in connection with the Engineer to Waterworks, he inserted in the Timaru papers, twice a week, and in the “Lyttelton Times” and “Otago Daily Times,” three times a week, up to date, Aug. 2, 1880.” “ That the Works Committee bo requested to draft specification for the duties of Waterworks Engineer to the Council, and report at an adjourned meeting of the Council, to bo held on Thursday next.” “ That applications bo invited from Engineers competent to cany out and successfully complete the Timaru Waterworks ; applicants to state experience, amount of salary required,and to enclose testimonials, addressed to the Mayor of Timaru on or before 7 p.m. on the 2nd day of August, 1880. Particulars of the duties to bo bad on application at the town clerk’s office, Timaru.” “ That the Timaru committee be empowered to bum the cancelled debentures of the £40,000 loan, they being now useless.” “ That the Mayor be requested to furnish the chief surveyor, Christchurch, with all necessary information and documents for the purpose of drafting specifications of the survey of the water-race, and also to furnish any particulars as to the tax required to betaken under the Public Works Act, and to do any other acts necessary to be done.” TKXIUCRS, The consideration of the tenders for printing, Ac., was adjourned until the special meeting of the Council on Thursday evening next, July 1. AIUOUI’.XMKXT. The Council then adjourned to the above date at 7 p.m.
