discussed in the House of Commons to-day, was strongly opposed by Sir Vm. Vernon Harcourt, the Horae Secretary. The motion was, however, agreed to by the House. The Argentine Sfcobcliion. Buenos Ayes, June 26. Peace negotiations were opened to-day, between the authorities of this city and the Insurgents, with a view to a settlement of the difficulties which brought about the rebellion. June 27. The negotiations have failed, and fighting between the Insurgents and the National Guard was renewed to-day. The Porte Protests. Berlin, June 27. It has been announced that the Porte has sent a circular to the Great Powers, stating that the European Conference, now assembled here, has only the right to mediate for the settlement of the dispute between the Albanians and the Montenegrins, and for the adjustment of the Turco-Grcek frontier question, but it has no right to decide what course Turkey should pursue in the settlement of these difficulties.
