[Reuter’s ‘ Agency, j The Sultan and the Powers. London, Juno 21. A reply has been received by the Great Powers to their collective note to the Saltan, in which he was informed that he would be held responsible for the delay that has taken place in the cession of territory to Montenegro, and for his failure to execute necessary reforms in Armenia. The Sultan, in reply, proposes that the execution of the Treaty of Berlin, so far as it relates to Montenegro, should be delayed until the agitation which exists in Albania against the required cession of territory to Montenegro has subsided. It has not transpired what answer the Sultan has returned regarding the reforms in Armenia.
