[Reuter’s Agency.] Victorian Reform Bill. Melbourne, May 20. The Hon. Mr Service, Premier, on introducing tho Bill for the reform of the constitution, entered into an exhaustive history of colonial reforms. He followed up previous speeches, and spoke on the extension of the franchise by the Council to £lO.- He expressed his approval of the) sixth clause of tho Constitution Act being excluded. The speech made a most favorable impression. Blackbirds Rescued. Brisbane, May 20. The steamer Leichardt has rescued all tho Europeans , and 93 Islanders who wore on board the‘ labor schooner from Noume, wrecked on Sau* marez reef. Seven Islanders were drowned while attempting to reach tho boats from the vessel after she struck.
