[Reuter’s Agency.] The liberal Policy. London, March 12.—1 n a manifesto by Lord Hartingtou, he attributes the loyalty of the colonies to the autonomy conferred on them by the Liberals. He opposes Horae Rule, and promises reforms in the franchise, local government, and land laws. The Liberals will uphold the power and integrity of the Empire, and will avoid a policy likely to cause disquiet or make useless annexation of territory.
Sir Stafford Northcote has written a letter, in which he trusts that the new Parliament will be wholly devoted to the legislation of domestic affairs. The Hon. W. E. Gladstone has de-
livered an address, in which he condemned the foreign Policy of Lord Beaconsfield. Collapse of a Wind-Bag*. San Fbancisco, March 10. —Dennis Kearney, the labor agitator, has been arrested for seditious language. He has been liberated on bail.
