[“ Auk ” Special.] The Afghan Difficulty. London, Feb. 13.—Latest news from the Cape states that Mahomed Jan’s power is waning, and his followers arc decreasing. 3000 Turkomans have invaded Afghan and Turkestan. Abouborin, aided by Russians, has invaded Badikhar with a strong force. The German Emperor has announced a commercial treaty with Samoa. It provides for the extension of trade. Disraeli denies that Persia has been absolved from the treaty provision re seizing Herat.
