Oliver would need to sign a contract accepting responsibility for safety of the bridge and his work, otherwise if an accident happened, the council would be liable. The council-o wned foot s wingbridge was recently closed by the Department of Occupational Safety and Health (OSH), and the council had earlier declined to accept responsibility for its repair, citing its policy whereby it does not maintain roads beyond gates and cattle stops.
